Negligence in the face of the rains: 81% of municipalities in emergency failed to invest in prevention

Although local governments receive resources to mitigate risks every year, the management of these funds remains deficient. After heavy seasonal rains, the Executive declared 134 districts in emergency; However, the budget response has been null in the vast majority.

Although this climate phenomenon is cyclical and predictable, 81% of the affected municipalities (108 of 134) failed to allocate budgets to disaster prevention, according to data from the MEF’s Friendly Consultation portal.

The outlook is critical even where there was an allocation: of the 25 districts that reserved funds, three did not spend a single penny: Merced (Ancash), Laredo (Freedom) and The Cross (Tombes).

Concentration and spending

The total budget for prevention in this group totaled S/25.3 million, of which S/21.6 million was executed. However, this figure is misleading: only two districts, Moquegua and Carabayllo (Lima), concentrated more than half of the entire budget and execution.

In contrast, highly vulnerable Lima districts such as Chaclacayo and Cieneguilla They stand out on the black list of those who did not allocate resources to prevent disasters.
