Lawyers William Herrera Añez, José Antonio Rivera and Waldo Albarracín Sánchez, and communicators Roberto Navia Gabriel and Juan Pablo Guzmán make up the Ethical Self-Regulation Court (TAE) of the National Association of the Press (ANP) that represents the main printed media in Bolivia.
The new Court, which will exercise functions in the 2022-2023 administration, was elected at a meeting of the ANP Board of Directors after an evaluation of merits and at the end of the cycle chaired by the doctor of law, William Herrera. In the following days, the five professionals will elect a Directive, according to their internal regulations.
“I thank the members of the Court that ceases to function and I highlight the importance of the renewal of the collegiate body that will attend to the claims of the readers and associates of the organization,” said the president of the ANP, Marco Antonio Dipp Mukled. The formation of the Court of the ANP is included in the framework of self-regulation established by the Political Constitution of the State (CPE) that, together with the Printing Law, offer guarantees on the quality of journalistic work, highlighted.
Dipp valued the professional and ethical quality of the five chosen personalities “who will work in the most absolute independence”. Since September 2009, the Ethical Self-Regulation Court (TAE) has dealt with complaints from readers affected by the publication of imprecise news, without documentary support, and for violations of the rules contained in the Code of Ethics of the Bolivian National Press Association. approved in 2007.
The Court has the support of article 107 of the Political Constitution of the State (CPE) which in its Article 107 states that the principles of truthfulness and responsibility in Journalistic work will be carried out through the ethical and self-regulatory standards of journalists’ organizations and the media and their law (Printing Law).
Between 2015 and 2018, the ANP Court was presided over by the lawyer William Herrera Áñez and the Vice Presidency was held by the journalist Alberto Zuazo Nathes(+). The General Secretariat was exercised by the journalist and lawyer, José Nogales Nogales(+), and the vocalist by the constitutional lawyer José Antonio Rivera.
The new Court
William Herrera Áñez is a lawyer, Doctor of Law from the University of Valencia, specialist in Constitutional Law and Fundamental Rights, and Professor of Criminal Procedure Law at the Autonomous University Gabriel René Moreno. He presided over the ANP Court between 2015 and 2018.
José Antonio Rivera Santiváñez is a Magister in Constitutional Law, former magistrate of the Constitutional Court and former president of the Cochabamba Bar Association, member of the Ibero-American Institute of Constitutional Law and the Bolivian Academy of Constitutional Studies. He served as a member of the ANP Court, between 2015 and 2018.
Waldo Albarracín Sánchez is a lawyer, former Ombudsman, former President of the Permanent Assembly of Human Rights of Bolivia, and former Rector of the state Major University of San Andres (UMSA).
Roberto Navia Gabriel is a journalist and writer. He was distinguished twice with the King of Spain International Journalism Award, was awarded the 2015 Freedom Award by the National Press Association (ANP) in 2015, and worked as an investigative journalist in the newspaper El Deber de Santa Cruz.
Jean Paul Guzmán Saldaña, known in the Bolivian journalistic field as Juan Pablo Guzmán, has been a journalist since 1985, has a degree in Social Communication, teaches at the Bolivian Catholic University (UCB) and coordinator of the Journalism Area of this house of studies; He was the founder of the morning newspaper La Razón de La Paz (1990), and worked at Radio Cristal and the Meridiano newspaper. He was a news presenter on several television networks, in addition to working as a correspondent for the Mexican magazine Proceso.
