Santo Domingo.-The Minister of Foreign Affairs, Roberto Alvarezdenied this Saturday that this agency is trying to reverse the ruling of the Constitutional Court (TC) on nationality.
He assured that this agency complies with all the decisions issued by all public bodies of the State.
He responded in this sense when questioned about the attempts to reverse the requirements to obtain Dominican nationality in the Inter-American Court of Human Rights (IACHR), as reported in recent days.
“What I have seen in the press has absolutely nothing to do with the institutional position of the ministry,” the chancellor told reporters from The National.
Institutions and personalities have denounced that in the country there are government sectors in line with the IACHR, which intend to reverse the decision of the highest court of the Dominican Republic.

The president of the National Progressive Force (FNP), Pelegrin Castillowarned last week of alleged actions by sectors within the Dominican State, which respond to foreign interests and seek to recognize the jurisdiction of the Inter-American Court of Human Rights, despite the fact that that entity has questioned national decisions related to nationality policy.
He warned about the alleged maneuvers of sectors in public bodies that, following foreign guidelines, seek to confer jurisdiction on the Inter-American Court of Human Rights.
He pointed out that said instance has attempted to strip the State of its inalienable right to define who its nationals are, ignoring that nationality is a domain reserved for the States.
He insisted that those who operate in the shadows must know that these actions violate Article 3 of the Constitution and enable the people to exercise resistance, since this type of aggression does nothing but generate instability and ungovernability.
While the former president of the Constitutional Court, Milton Ray Guevarastated that the Inter-American Court of Human Rights has become an “enemy of the country.”
Guevara said that the IACHR intends to impose on the Dominican Republic a nationality regime that would eliminate the principle of “ius sanguinis.” This position, as he maintained, flagrantly violates the Dominican Constitution and ignores the sovereign right of the State to define its own national laws.
Guevara emphasized that once again submitting to the jurisdiction of said court would represent a direct betrayal of the founders of the nation and Dominican sovereignty.
He assured that an action of this nature would go against the Government and President Luis Abinader, whom he defined as a firm defender of Dominican identity.
The former magistrate warned that any attempt to curtail nationality would provoke an immediate and massive response from the population in defense of their national values.
Amnesty International has maintained that the ruling formalized the denationalization of daughters and sons of migrants in an irregular situation.
“The Dominican Republic must put an end to the structural racism that disproportionately affects tens of thousands of people of Haitian descent, and who have been affected by the racist and discriminatory policy that the Dominican State has historically implemented towards this population,” Amnesty International said today.
“In 2010, the country’s Constitution was reformed, establishing that people born in Dominican territory, sons and daughters of people in an irregular situation, do not acquire Dominican nationality,” Amnesty stated.
According to the organization, this decision deprived thousands of Dominican people of Haitian descent of their only nationality, making them stateless.
The international entity indicates that in response to this decision, the administrative authorities began the massive cancellation of birth certificates and identity documents.
He maintains that this sentence is absolutely regressive, the Dominican authorities have barely taken measures to reverse its harmful effects.

On two occasions the Inter-American Court of Human Rights has condemned the country for the arbitrary deprivation of nationality against Dominican people of Haitian descent. Amnesty International maintains that at least since the 1990s, civil registry officials have made it difficult to register the births of daughters and sons of migrants in an irregular situation.
