Denisse Miralles: “We found a company on the verge of insolvency”

Petroperú relaunches key process for its 'Comprehensive Transformation' after declaring the first call void

After a meeting with the 12 workers’ unions of Petroperu and some legislators, the Minister of Economy and Finance, Denisse Miralles, stated that they found a company “on the verge of insolvency.”

In that sense, the official confirmed that there was already a lawsuit filed by a creditor (UNNA) before Indecopi. For this reason, he reiterated the need for there to be a reorganization plan like the one indicated in emergency decree 010-2025.

Given this, the president of the oil company, Elba Rojas, indicated that although the creditor company withdrew the lawsuit, it is because coordination has been made within the framework of the DU.

Regarding the strike announced for Monday, January 19 against new actions to restructure the company, the members of the Shareholders’ Meeting avoided answering whether it will continue.

However, the head of the Ministry of Energy spoke about the possibility of layoffs and pointed out that there are currently 2,600 workers and 36 managers, so some changes need to be made. “It is not functional and it is not efficient,” he highlighted when referring to the work that has been done in the company.

On the other hand, the executive director of Proinversión, Luis del Carpio, announced that they are strengthening the list of asset sales. In this way, among those who would sell is the building located in San Isidro.

Meanwhile, Perú Libre presented a bill through which it authorizes Minem to carry out financial transfers in favor of the state oil company during 2026 with the purpose of “guaranteeing the continuity of the hydrocarbon production and supply chain at the national level.”

In the proposal they also state that they want to ensure the normal development of economic activities linked to the transportation, distribution and marketing of fuels. It also states that the risk of shortages in regions must be prevented.

However, they do not mention a word about the company’s debts, which are around US$5 billion. Nor do they make reference to the demands of suppliers who are failing to meet their commitments due to this lack of payment.
