The federal government published today (17) in the Official Diary of the Union ordinance that creates the Aproxima program. Idle land of the Union, located in urban areas, will be destined to the construction of housing of social interest for low-income people. Families with a gross monthly income of up to five minimum wages may participate.
According to the rules of the program, which will be implemented jointly with the municipalities, partnerships will be made with the private sector for the construction and maintenance of residential units on Union land. In return, companies will be able to commercially explore the place, since the program allows the exploitation of commerce and the provision of services in the condominiums.
Families participating in the program will have the right to own the property after paying the installments provided for in the contract.
The ordinance says that the properties must be located in a consolidated urban area, located within the urban perimeter delimited by law by the local government. The text also establishes that the land must be in a place with a road network already in place, close to “residential, commercial, institutional or mixed buildings and with services and urban infrastructure in place”.
The adhesion of the local public authorities (municipalities and the Federal District) is necessary for the program to be implemented, and these entities will be responsible for the adaptation actions to the local urban planning.
They will also have to carry out the bidding procedure for choosing the companies that will participate in the program, as well as being responsible for selecting and nominating the beneficiary families.
The program will be coordinated by the Ministries of Economy and Regional Development. According to the decree, it will be up to the Ministry of Economy to survey and indicate the properties that will be used, and the Ministry of Regional Development will be responsible for attesting to the inclusion of the real estate project in the program.
The ordinance also establishes that any legal entity governed by public or private law may indicate Union properties with potential for use in Aproxima. The rules come into effect from April 1 this year.
