Autonomy of the INE and citizen participation, axes of electoral reform

After a meeting held yesterday at the National Palace with President Claudia Sheinbaum Pardo and the Presidential Commission for Electoral Reform, Morena’s parliamentary coordinators in Congress announced that the construction of the initiative on the matter will prioritize the agreement with allied parties and will focus on expanding the mechanisms of citizen participation, in addition to guaranteeing the autonomy of the National Electoral Institute (INE).

The purpose of the meeting was to deliver and present the conclusions of the Presidential Commission for Electoral Reform, headed by Pablo Gómez Álvarez, which will serve as the basis for the preparation of the legislative project that seeks to transform the country’s electoral system.

This document includes the diagnoses and proposals arising from the forums and consultations held in the last six months, and was presented to the president for her political assessment and definition of the legislative route.

Upon leaving the meeting, which began at 5 in the afternoon and lasted for nearly three hours, Morena’s coordinator in the Chamber of Deputies, Ricardo Monreal, pointed out that one of the first steps will be to build consensus with the PT and the PVEM.

He explained in an interview that, due to the complexity of the project, the initiative will hardly be ready in January and that its presentation could take place in the first or second week of February, since it contemplates around a dozen issues that involve constitutional reforms.

He stressed that the autonomy of the INE is guaranteed and that on that point the President was “very clear.” He added that Sheinbaum proposed that issues such as the reduction of the budget of the electoral body, the revocation of mandate and the eventual elimination of multi-member legislators could be submitted to popular consultation.

“One thing that we insisted on and that she also took up very clearly is that, since the issues have to do with constitutional amendments, it is necessary to talk and raise them with the allies of the PT and the Green,” he said, noting that the presidential commission will hold meetings with those parties in the coming hours and days.

He added that preliminary agreements were reached at the meeting and that negotiation with the opposition will begin once the initiative formally reaches the Chamber of origin determined by the Executive.

According to Monreal, the Presidential Commission presented a summary of the work carried out in last year’s forums, in which topics ranging from the integration of the chambers to the reduction of electoral spending, the financing of parties and the immunity of legislators were addressed.

Morena’s coordinator in the Senate, Adán López Hernández, estimated that the initiative could be ready in three weeks. He maintained that the proposal will be focused on strengthening participatory democracy.
