Lula sanctions 2026 Budget and vetoes R$400 million in amendments

Revenue breaks record and grows 9.08% in the first half of the year

THE President Luiz Inácio Lula da Silva sanctioned this Wednesday (14) the Annual Budget Law (LOA) of 2026. THE text had been approved by the National Congress at the end of last year.

Alleging legal nonconformities, the president decided to veto two devices that total almost R$400 million in parliamentary amendments. They were included during the processing of the text, and were not included in the budget programming sent by the Executive Branch, as determined by the federal law that deals with amendments (Complementary Law 210/24), according to the government.

THE veto will have to be considered by deputies and senators, who will be able to maintain or overturn it.

Altogether, the The Union Budget for 2026 will be R$6.54 trillionwith surplus target of R$34.2 billion. THE minimum wage goes from R$1,518 and rises to R$1,621.

The Health and Education areas will have total resources of R$271.3 billion and R$233.7 billion, respectively.

For Bolsa Família, R$158.63 billion were reserved, while the financial incentive program for high school students, Pé de Meia, will have R$11.47 billion. Another R$4.7 billion is planned for the program that guarantees access to gas cylinders for low-income families.

Amendments

The text of the Budget Law approved in Congress provides approximately R$61 billion in parliamentary amendments. Of this total, around R$37.8 billion will be allocated to mandatory amendments, with mandatory payment.

Individual amendments, from deputies and senators, total R$26.6 billion; those for benches, allocated to state benches, received R$ 11.2 billion. Commission amendments, which are not mandatory, total R$12.1 billion.

In addition to the veto of almost R$400 million in parliamentary amendments, there is the expectation that the federal government will issue other normative acts to reallocate another R$11 billion in parliamentary amendments for other actions.
