Civil organizations maintained that human rights violations continue to be recorded in Mexico. They argued that forced disappearances, a policy of containment and criminalization of migration and an abuse of informal preventive detention are reported, which add to the approval of laws and reforms that “undermine the guarantee of rights, accountability and counterweights to power.”
This was stated in the “shadow report” that they delivered to the Committee of the International Covenant on Civil and Political Rights (Human Rights Committee) of the United Nations, which in its 145th session – to be held in Geneva, in March – will review the report corresponding to Mexico.
The more than 30 organizations, among them, Foundation for Justice, Institute for Women in Migration, Legal Assistance for Human Rights, Fray Bartolomé de las Casas Human Rights Center, Network for Children’s Rights in Mexico, National Network of Civil Human Rights Organizations “All rights for all”, pointed out that although widespread violations of human rights are not new in Mexico, in 2025 “there were profound changes” that limited the exercise full of guarantees, especially with “the reform of protection, militarized surveillance (military presence in public security), attacks on freedom of expression” and the disappearance of institutions of transparency.

In the report “Human rights and democracy: a panorama of setbacks in various areas”, they called on the Human Rights Committee to ask the Mexican State to reverse constitutional reforms and adopt 11 recommendations included in the document.
Some of them are to establish a legal framework that forces political parties and authorities to be accountable through public inspection systems and verifiable periodic reports, in order to reduce political discretion and corruption.
Likewise, create a plan for the gradual withdrawal of the Army, Navy and Air Force in internal security tasks and support for public administration and reverse the constitutional reform on the matter.
