CAN countries will reduce freight costs in international transport

Faced with the increase in international freight rates, the Andean Community approved the rule that empowers Member Countries: Bolivia, Colombia, Ecuador and Peru to temporarily reduce a percentage of the transportation costs for the determination of the customs value.

The decision was adopted in the framework of the Period 126 of ordinary sessions of the CAN Commission chaired by the Vice Minister of Foreign Trade of Ecuador as Pro Tempore Presidency of the CAN, Daniel Legarda. The Vice Ministers of Commerce of Bolivia, Benjamín Blanco; from Colombia, Andrés Cárdenas, from Peru, Ana Gervasi and the secretary general of the Andean Community, Jorge Hernando Pedraza.

“This rule seeks to avoid generating cost overruns for producers and, in turn, not increasing the price of final goods to the final consumer, thus facing the current crisis in the international maritime freight transport sector. and the disruption of the supply chain motivated, among others, by the lack of ships in operation, the intermittent closure of ports due to Covid-19, the congestion of ports and the shortage of containers”, explained the head of the Andean organization.

In accordance with the Decision, each country may temporarily apply, for the tariff subheadings that it determines, the reduction of a percentage of transportation expenses and/or related expenses, as established in Decision 571 “Customs value of imported goods”, Likewise, the country that adopts this mechanism must communicate it to the General Secretariat of the CAN within 90 business days from its entry into force, so that it is brought to the attention of the other countries.

Likewise, the session approved the Decision that will allow the development of two projects within the framework of the Community Initiatives Fund (FIC), promoted by the General Secretariat of the CAN: one for the training of auditors in good manufacturing practices and another to implement a Regional Andean Phytosanitary Intelligence Center.

(This will be the elimination of ‘roaming’ between Colombia and the CAN countries).

Similarly, at the meeting, the Secretary General of the Andean Community presented the state of progress of the issues related to the process of economic reactivation of the region in matters related to the Andean agricultural agenda, Andean digital agenda, electronic commerce, fourth revolution industrial, intellectual property, regional value chainsthe INTERCOM project to facilitate trade, among others, which was highlighted by the deputy ministers present at the session.
