The appeal process of the taint imposed against the presidential candidacy of Mario Vizcarra for Peru Primero has encountered an obstacle in the Special Electoral Jury (JEE) of Lima Center 1. Through Resolution No. 00274-2026-JEE-LIC1/JNE, the JEE has declared the appeal presented to the entity inadmissible.
The decision is due to an omission in the full payment of the electoral fee. According to the resolution, the legal representative of Perú Primero, José Luis Alvarado Gonzáles, attached payment receipts for a total of S/. 1,605. However, this amount does not correspond to the total amount updated according to the Tax Tax Unit (UIT) in force for the year 2026, which amounts to S/. 1,650 for the concept of appeal against a presidential candidate’s fault.
The JEE specifies that, although the appeal was presented within the deadline and with due justification, failure to pay the fee in full constitutes a remediable omission.
24 HOURS TO REMEDY
The Special Electoral Jury of Lima Centro 1 has granted the political organization Perú Primero a period of one business day to correct the observation.
This period runs from the notification of the resolution. In the event that the political organization does not complete the required amount, the JEE will proceed to declare the appeal inadmissible, confirming the first instance resolution that declared the charges against Mario Vizcarra founded.
In this way, the candidacy of Vizcarra, who has insisted that his exclusion is an “abuse,” is momentarily paralyzed while waiting for his party to comply with the economic procedure required so that the Plenary of the JNE can review the substance of the matter.
