In accordance with the provisions of the National Development Plan, the Government defined that more than a hundred charges will no longer be adjusted based on inflation and, instead, will be regulated by the Basic Value Unit (UVB).

This decision is intended to protect the purchasing power of Colombian households and prevent certain payments from increasing automatically due to the CPI. With the use of the UVB, the aim is to decouple some charges from inflationary behavior and contribute to price stability in key sectors of the economy.
Among the items that will not increase with the CPI in 2026 are sanctions, fees and fines, in addition to various administrative charges made by both public and private entities. These values can only be modified when the UVB is updated and not due to the general increase in the cost of living. Mandatory Traffic Accident Insurance (Soat), for example, is governed by the UVT (a measure of value that allows adjusting the values contained in the provisions relating to taxes and obligations administered by the National Tax and Customs Directorate) and not by inflation.

The measure also applies to the operation and operation of public and private companies, which represents relief for the business sector. As they are not directly indexed to inflation, these charges allow for better financial planning and reduce the impact of widespread price increases.
Likewise, various charges from the agricultural sector and the health sector (copayments) They were excluded from the CPI adjustment, as were some payments linked to tourism companies and services. These sectors, considered strategic, will not see automatic increases derived from inflation during 2026.
According to information released by DANE, in total more than 100 goods and services were officially detached from the CPI and will now be subject to the Basic Value Unit (UVB). The complete list includes administrative charges, business benefits and specific rates that will only change when said indicator is updated, marking a change in the way these values are calculated in the country.
