The Ministry of Foreign Trade and Tourism (Mincetur) approved the National Multisector Foreign Trade Policy (PNCE) by 2040, which aims to increase exports Peruvian goods and services to US$140,000 million that year.
This document establishes that, although Peru has a wide network of 23 trade agreements with 58 international partners, there are still gaps in their negotiation and optimization. Furthermore, it is noted that these treaties are not taken advantage of, among other things due to barriers and restrictive measures.
“Deficiencies are identified in the logistics infrastructure that prevent agile and efficient transportation of goods; in addition, insufficient digitalization and use of emerging technologies in foreign trade procedures delay customs and logistics operations,” it reads.
Likewise, it is reported that Peruvian exportable supply is concentrated in few products and markets, which makes it vulnerable to external fluctuations. In particular, there is limited diversification, sophistication and compliance with standards in exported goods and services, which results in weak development of products with added value and differentiation.
On the other hand, reference is made to the Special Economic Zones (SEZ) and it is noted that they have had limited performance in attracting investments and promoting foreign trade, due to the inadequate use of a regulatory framework.
GOALS
In this sense, the PNMCE defines five priority objectives, 22 guidelines and 40 services that will guide the State’s interventions in the field of foreign trade, with a comprehensive, multisectoral and long-term approach.
One of these objectives is to deepen the use of international trade agreements and opportunities for companies in the country, so that they can be provided with the necessary conditions and tools.
The second priority objective is to improve the facilitation of foreign trade for users of foreign trade in the country, while the third is to strengthen the exportable supply of goods and services of businesses that sell abroad or those that have the potential to do that work.
In addition, another goal is to increase the participation of companies from the Special Economic Zones in Peruvian foreign trade. Finally, they have proposed strengthening collaborative environments for the development of company activities.
