In Mexico, about 27.5 million people over 15 years of age and older are behind in education, which represents 27.2 percent of the population in this age range, reports the National Institute for Adult Education (INEA) in its operating guidelines for 2026, published yesterday in the Official Gazette of the Federation.
The decentralized body of the Ministry of Public Education (SEP) estimates that next year it will serve around 957 thousand people and 680 thousand will be able to get out of such a situation of backwardness, of which 322 thousand are men and 358 thousand are women.
However, it recognizes that there are 4.1 million illiterate people in the country, of which six out of 10 are women. In addition, 7.5 million did not finish primary school and 15.8 million have not completed secondary school.
The guidelines, approved by the INEA Governing Board on December 17, establish that as part of the teaching offer, those who wish to get out of educational lag may request a diagnostic evaluation. Two exams are taken to complete primary school and/or two to finish secondary school.
In addition, they may request recognition of knowledge, for which a test is presented to finish primary school and/or one to finish secondary school.
The INEA also offers in-person educational attention, where the interested party studies the modules with the materials in accordance with the current curricular scheme, as well as remotely, where they attend primary and secondary school on the LearnINEA platform.
Regarding the delivery of financial support to subsidized volunteers, who carry out the tasks of supporting and accompaniment to the students, it points out that they constitute the mechanisms to stimulate their participation in the program and are calculated according to the activity they carry out in accordance with the criteria specified for each of them, as long as there is sufficient budget.
A volunteer who supports Spanish-speaking educational consulting may receive up to 500 pesos per enrolled student, for a single occasion, when it is a new registration and is actively taking an educational module; You will also be able to obtain 200 pesos per student and per activity carried out.
Starting with student number 15 in care, a maximum fixed monthly support of 6 thousand pesos will be given. One thousand per literate person who validates their process in the INEA system is also contemplated. They could even grant another aid of 100 for each person who continues their education in primary school.
