The federal government reimbursed R$2,820,799,182.93 to victims of irregular discounts on monthly fees charged by associations, unions, class entities and organizations in social security benefits from the National Social Security Institute (INSS).
The value was released this Monday (29), in the latest balance carried out by the institute, based on data recorded until December 26.
The total reimbursed responds to 4,137,951 dispute requests submitted by retirees and pensioners who questioned the irregular discounts.
Open orders
According to the INSS balance, in total 6,362,898 requests were opened to contest undue discounts. Of this total, 6,231,376 are complaints from beneficiaries who did not recognize the discounts made by the associative entities.
Only in 131,522 open requests was authorization recognized for the respective monthly fee discounts.
In total, 44 entities were challenged by the federal government to provide information about discounts on INSS benefits. Of the total number of investigation requests, the entities responded with documentation to 1,592,421 requests.
Service channels
According to the balance, the service channel most sought after by beneficiaries and pensioners to contest the discounts was Meu INSS (application and website): with 3,440,069 requests or 54.1% of the total.
In second place is telephone exchange 135, with 419,924 requests (6.6%), followed by service provided at Post Office branches (2,259,424 requests, 35.5%). Finally, there are open formal requests: 243,239 (3.8%).
Term
In November, the federal government extended the objection deadline is February 14, 2026. It is worth remembering that adherence to the administrative reimbursement agreement by the federal government is valid for discounts made between March 2020 and March 2025. The agreement avoids the need for legal action.
How to object
Those who have not yet contested the discounts can do so in three ways:
- Application or website My INSSclicking on the service Consult Discounts from Associative Entities;
- Central 135: free telephone call, Monday to Saturday, from 7am to 10pm; and
- Post Office: more than 5 thousand agencies offer free assisted service.
In the Meu INSS application, you must log in to your Gov.br account.
By clicking on “I did not authorize the discount”, the beneficiary registers the dispute, and the entity has up to 15 working days to respond.
If you do not provide a response, the system automatically opens the option for retirees and pensioners to sign up to the reimbursement agreement.
Remember the case
Discounts on association fees directly from social security benefits have been suspended since April 23, when the Federal Police (PF) and the Comptroller General of the Union (CGU) initiated the Operation Without Discountwhich made public the existence of a scheme that harmed millions of INSS beneficiaries across Brazil.
The fraud and criminals involved are also under investigation by the Joint Parliamentary Commission of Inquiry (CPMI) of the National Social Security Institute (INSS), in the National Congress, currently in parliamentary recess.
