This lawsuit is due to the alleged technical problems on its website during the closing of registration of candidates for the 2026 general elections.

“We assume that the JEE, the JNE and their agencies will respect their own procedures and above all, they will safeguard the right to citizen participation of the candidates of ”Primero La Gente” as well as other political organizations that have had similar setbacks in the process,” the statement reads.
“In that sense, we call on the electoral authorities to respect their own electoral procedures and regulations, on our activists and sympathizers to remain vigilant in guaranteeing our right to political participation, and on citizens in general to pay attention to the behavior of the electoral authorities,” they added.
Likewise, the statement highlights that the officials and technicians of the electoral body provided online advice, but this was insufficient to overcome the problems that arose. The organization warns that all these incidents were documented in the support log of the system itself.
First La Gente prepared a document in which it detailed the chronology of the registration process of its presidential formula and parliamentary lists before the JNE. In the text, the party maintains that it acted within the deadlines established by the electoral regulations, but that a series of technical failures on the DECLARA+ digital platform prevented the process from being completed regularly.
According to the document, the registration process began on December 23 at 8:00 p.m., within the legal deadline. However, during that night and the early morning of December 24, the session of the legal representative was closed on more than one occasion, the platform presented constant crashes and problems were recorded with the digital signature system, an essential component for the formal presentation of the lists.
These failures, the party claims, were beyond its responsibility and limited the possibility of completing the virtual shipment, despite the fact that the documentation corresponding to 31 lists was uploaded.
On December 24, after coordination with JNE staff and meetings with the information technology area, Primero La Gente presented in person all of its 44 lists along with a record that reported on the technical incidents.
Although a subsequent report from the Jury itself recognized that the party interacted with the platform and uploaded the documents within the deadline, the political organization questions the intention to ignore the registration due to problems linked to the digital signature provider, hired by the same electoral body, considering that this violates the principle of reasonableness and the right to political participation.
When was the deadline to register candidate lists?
According to the electoral schedule, it was established that the deadline for registering lists expired at midnight on December 23. However, those who were logged in on the platform could finish updating them until noon on December 24.
Until the closing of said extension, there were 36 political groups that managed to make their formulas official before the Registry of Political Organizations (ROP). However, it was not only PLG that reported failures; in that context, the congressman and candidate for Together for Peru, Roberto Sánchezblamed the computer system for the JNE for the inconveniences.
“It collapsed for 4 hours after meeting us in the virtual room after midnight and despite requesting a reasonable compensation time, the technical area has prevented the registration of an important group of our lists,” reads his post in which he also urgently demanded an audit.
