He National Competitiveness Council (CNC) presented this Tuesday an assessment of the main advances achieved in 2025 in competitivenesssimplification of procedures, modernization of the State and strategic planning, as part of an agenda aimed at improving public services and strengthening economic growth.
Within the framework of Zero Bureaucracy programhe CNC reported that more than 300 high-impact procedures were improved with the participation of 71 institutions, achieving an average reduction of more than 50% in response times and an estimated economic saving close to 1% of GDP.
Among the notable results he cited the business opening in up to 30 hours, the customs clearance reduced from six days to 24 hours, and the passport issuance in less than five days, with attention in a maximum of 30 minutes. In addition, key certifications and registrations reduced their times between 33% and 80%, with greater digitization.
- He CNC also reported progress in state interoperability, with 41 institutions integrated into the Single Platform and 23 connected to Monitoring Dashboard of Zero Bureaucracy, which allows real-time monitoring of institutional performance.
He said that these efforts were reflected in international indicators. The Dominican Republic was among the countries with the best results in the 2025 Bureaucracy Index of the Adam Smith Center for Economic Freedom and registered improvements in the Governance Indicators of the World Bankespecially in government effectiveness.
Likewise, it advanced in measurements of the World Economic Forum and in the Corruption Perception Index of Transparency International.
Goal RD 2036
In parallel, the CNC consolidated the Goal RD 2036 strategyaimed at doubling real GDP by 2036. During 2025, the strategic axes, priority sectors and a portfolio of projects were defined, in addition to launching the META RD 2036 Commission, the Results Management Unit and 12 sectoral committees, which prioritized 52 strategic initiatives.
“As part of this agenda, the Republic of Ideas National Competitionwith support from Bloomberg Philanthropieswhich received more than 550 proposals at the national and international level. Fifty initiatives were selected for mentoring and incubation processes,” he said in a press document.
He CNC stated that the 2025 results reflect a institutional approach data-driven, public-private coordination and continuous monitoring, with the aim of translating the competitiveness and productivity in best services and greater well-being for the population.
