TOLUCA, State of Mexico.– Starting January 1, 2026, the Government of the State of Mexico will fully apply the Hoy No Circula Program in the Metropolitan Area of the Toluca Valley and in the Santiago Tianguistenco Valley, as a strategic action to reduce polluting emissions and move towards a cleaner and healthier environment.
This environmental program applies in 22 municipalities in these areas of the state and is part of a comprehensive policy aimed at reducing the concentration of atmospheric pollutants, encouraging the responsible use of automobiles and promoting sustainable mobility alternatives.
Hoy No Circula establishes restrictions on the circulation of vehicles with type One “1” and type Two “2” verification holograms, from Monday to Saturday, from 5:00 a.m. to 10:00 p.m., according to the last numerical digit of the license plate and the color of the sticker.
In the Metropolitan Zone of the Toluca Valley, the program includes the municipalities of Toluca, Metepec, Mexicaltzingo, Ocoyoacac, Otzolotepec, Rayón, San Antonio la Isla, San Mateo Atenco, Temoaya, Tenango del Valle, Xonacatlán, Zinacantepec, Almoloya de Juárez, Calimaya, Chapultepec and Lerma; while in the Santiago Valley Tianguistenco includes Almoloya del Río, Atizapán, Capulhuac, Texcalyacac, Tianguistenco and Xalatlaco.
In accordance with the Code for Biodiversity of the State of Mexico and the Traffic Regulations, the program contemplates, among other aspects, that vehicles have a current vehicle verification, respect the established restriction days and avoid the circulation of obviously polluting units.
Hoy No Circula considers exemptions for vehicles with a Double Zero “00”, Zero “0” and Disability “D” hologram, as well as for units intended for emergency services, school transportation and funeral services. Exemptions also apply for vehicles that have a Type “E” Exempt Certificate.

The Government of the State of Mexico invites the population to join this collective effort in favor of the environment, through actions such as reducing car use, ride sharing, walking or cycling, thus contributing to a state with cleaner air and a better quality of life.
