They adjust the calculation of net income of workers by app to access the IMSS

The Ministry of Labor and Social Welfare (STPS) published an agreement with the exclusion percentages that will apply to calculate the net income of workers per application starting next January 1, when the pilot program concludes.

The exclusion factors – operating expenses, such as gasoline or maintenance – will be 48 percent for car drivers per application; 32 percent for those who provide their services on a motorcycle, and 3 percent non-motorized, that is, for those who work on foot or by bicycle.

For a delivery person or driver by application to receive all IMSS benefits, they must reach a net income equivalent to a monthly minimum wage in Mexico City, which as of 2026 will be equivalent to 9,582.47 pesos.

Rejection of groups

Collectives of platform workers have expressed their rejection of this mechanism of setting exclusion percentages, since, they accused, it has hindered full access to the insurance established by law, including illness and maternity, disability and life, retirement, unemployment in advanced age and old age.

The National Union of Application Workers (UNTA) reiterated its demand that these percentages be eliminated, because during the pilot test of the reform effective access to that right was not guaranteed.

For example, according to data reported by the IMSS, in November, of one million 199 thousand registered people, only 164 thousand 205 (13.6 percent) achieved full social security.

According to calculations by this organization, with the new minimum wage in force in 2026, a car platform worker must earn 18,427 pesos per month to access all IMSS insurance. While those who work on a motorcycle must obtain 14,092 pesos, and on a bicycle, 9,877 pesos.

In turn, Distributors and United Drivers of Mexico expressed their concern about the establishment of these percentages which, they considered, “do not have technical or logical support.

“Today (yesterday), percentages are published that put at risk the model as it is known and the income of thousands of Mexican families who earn through platforms. A poor calculation of operating costs puts the employment of millions of Mexicans at risk.”
