He Special Electoral Jury of Lima has been observing at least three presidential lists and 11 lists of candidates who aspire to deputies, senators and the Andean Parliament, within the framework of the Elections 2026.
In the presidential elections he reported to the presidential boards of Country Advances, Popular Freedom and Green Democrat; Meanwhile, from the side of the candidates for the bicameral chamber and Andean Parliament, the parties of Popular ForceAlliance for Progress (APP), Popular Renewal and We can Peru. Among the main reasons for the observations are the omission of information and the incorrect filling out of some items in the register of applicants for the General Elections 2026.
The first match noticed by the JEE was Country Advanceslast December 24th. According to the electoral body, the group did not record the resignation letters of Phillip Butters and Karol Paredeswhile Congressman José Williams failed to specify the position for which he was applying in his sworn statement. In that sense, the party presented the documentation required by the jury, and is awaiting the official decision.
Next was the match Keiko Fujimori. The JEE observed the list of candidates for deputies for Metropolitan Lima by pointing out that Luis Otoya Trelles did not report the value of his company’s shares. In addition, they targeted Marco Urbina Ramos because he stated that he had a gross annual income of 40 thousand soles in 2024, but he did not record having worked for the private sector in said period. Furthermore, the JEE indicated that Miguel Arcaya stated that in that same year he did not receive income from the private sector, but that he recorded that he did work in that field.
In addition, it was alerted that Diethell Columbus did not present his affidavit of consent to participate. Obed Bernuy did not enter the position for which he is applying and his personal information is not legible in his record. Belica Bravo also did not enter her DNI number when registering. Likewise, Congresswoman Rosangella Barbarán did not attach the charge of requesting an unpaid leave from Parliament. Likewise with María Mendoza del Solar, Carmen Balabarca, Teresa Pariona and Mirtha Baldeon.
Regarding the list of deputies for Peruvians abroad, the JEE detected that the party’s legal representative attached the primary election minutes without including the names, surnames and ID of the 4 applicants he registered.
In its list of candidates for the Andean Parliament, the JEE detected that Lelis Choque did not attach the charge for requesting an unpaid license, since in her resume format she recorded that she works as a teacher in a public institution.
In its list of candidates for the Senate by Peruvians abroad, the JEE warned that the data of the applicants was not correctly recorded and that only two candidates are mentioned.
The Fujimori party presented the documentation within two days, as ordered by the jury. We are waiting for what the JEE decides.
Alliance for Progress (APP)
The JEE detected that in the list of APP senators, Cesar Acuna did not attach the Affidavit of Consent to Participate in the 2026 General Elections, which declares the veracity of the Content of the Single Format of Affidavit of Resume and that it does not have civil reparation debt. However, the legal representative presented the required observation so that the JEE can evaluate it.
On the other hand, JEE warned that in the list of candidates for Andean parliamentarians, Darwin Linares did not attach his resignation letter to the Centro Poblado Valle Sol-Laredo Municipality, since he had worked as mayor since 2023. Erika Muñoz Benites, Marcela Pelaez and Jorge Rodríguez Briceño did not attach the unpaid leave document to the Government of La Libertad. Antonio Sánchez Chacón presented that same license document, but incomplete.
Edwin Sánchez Muñoz also did not submit the license document because he works at the National University of Cajamarca. The same with Carlos Tapia Montes, who works at Gore Lima.
In the list of deputies for Peruvians abroad, the JEE detailed that Heiner Salazar Vargas did not attach the unpaid leave document because he works at Minedu, as well as Marjorie Paredes Martino, who works at the Carlos Lafranco La Hoz Hospital.

The JEE detected that in the list of Podemos Peru senators, Mary Gonzáles Enríquez, José Luna Gálvez, Jaqueline García Rodríguez and Raúl Noblecilla Olaechea did not attach the sworn declaration of consent to participate in the 2026 Elections.
On the other hand, in the list of candidates for the Andean Parliament, Olga Ruelas Ure did not attach the sworn declaration of consent to participate in the 2026 General Elections, while Gonzálo Morocho did not attach the unpaid leave document from the Municipality of San Juan de Lurigancho.
For this reason, the jury gave them two days to present the requested documentation. Until the closing of this note, their defenses do not appear on the JEE portal.
Popular Freedom
In the case of Libertad Popular, which has Rafael Belaúnde Llosa as its presidential candidate, the JEE detected that the party omitted to include the item “identified problems” within the government plan that presented the presidential plan for registration.
“It is essential that said Summary Format contains all of the information required and related to its government plan, since, if the formula is admitted, it will be published together with the resolution of admission to the JEE panel, in accordance with the aforementioned regulations,” the resolution reads.
The party presented the requested documentation while waiting for the JEE to evaluate it and make a ruling.
Popular Renewal
According to Resolution No. 00604-2025-JEE-LIO3/JNE, Congresswoman Norma Yarrow did not present the unpaid leave document. For this reason, the JEE instructed the legal representative to deliver said document, duly sealed or signed by the corresponding entity, that is, the Congress of the Republic. The same situation applies to the employees of the Metropolitan Municipality of Lima, José Baella and Aquelina Solórzano, who work in the Municipality of Lima.
As for Roxana Rocha Gallegos, the JEE indicates that she presented two inconsistencies when completing the Single Format of the Affidavit of Resume (DJHV). The Jury noted that, although Rocha attached her application for an unpaid license for her position as councilor in the MML, she did not include this information in the “Work experience in trades, occupations or professions” section of the DJHV.
An additional case is that of Lida Valdivieso. The electoral body noticed an inconsistency in its statement, since in the item “Income” it indicated that it had not received remuneration from the public sector during 2024, despite the fact that in item 2 of the format it indicated having held the position of councilor of the MML from 2023 to 2025.
Likewise, the JEE observed that Jhony Bacón Terrones presented the form incompletely by not detailing the province or department of his residence. Likewise, it was detected that María Dulanto Guinea incorrectly entered her application by simultaneously marking the “formula” and “deputies” options. As for Olinda Salcedo, the electoral body indicated that she failed to indicate the political organization for which she is running.
On the other hand, regarding the candidacies for the Andean Parliament, the JEE warned that, in the case of Maali del Pomar Saettone and Carla Aranda Ramírez, their resignation letters do not have the seal of receipt from the Lima municipality.
In the case of Agusta Gamarra, the JEE ordered that she submit the application for a license without pay, because she works as a teacher in an educational institution. The same requirement extends to Jessica Urquiza, Josep Pacherres, Jorge Guillén Sivirichi, Rosana Remigio Blas, Doris Alzamora Chamorro and Víctor Mathews Paredes, who work in the MML and in the municipalities of Jesús María, San Borja, La Molina and Lurigancho-Chosica, respectively.
In this context, the JEE granted Popular Renewal a period of two calendar days to correct the observations made. According to the electoral body’s portal, the political organization has already corrected the observations detected, so it will be up to the JEE to issue a statement after evaluating the documentation presented.
Green Democrat
The JEE warned that in the sworn declaration of consent to participate in the 2026 General Elections, of the veracity of the content of the Single Format of Affidavit of Resume and of not having outstanding debt for civil reparation, the candidates Alex Gonzales Castillo, Maritza Del Carmen Rosario Milagros Sánchez Perales and Félix Medardo Murazzo Carrillo, did not mark the option of consent regarding their participation as members of the formula.
The observations were made on December 24 at 4 pm. Until the closing of this note, the party’s defenses do not appear on the JEE portal.
