The Special Electoral Jury of Lima declared the list of candidates for the Chamber of Deputies of Fuerza Popular inadmissible. The measure includes 13 candidates from Peru and 4 residents abroad who are seeking a seat in the next 2026 elections. The entity granted Keiko Fujimori’s party two days to correct the observations.
Among the main observations detected by the JEE are errors in the resume affidavits, as well as in the unpaid leave application documentation that Congress workers and the current parliamentarian Rosangella Barbarán Reyes must present.

Due to inconsistencies in sworn statements, there is the candidate Luis Otoya Trelles, who did not detail the number of shares in his company; while Marco Urbina Ramos (Congress worker) presents inconsistencies between his declared income and his work experience. Meanwhile, Miguel Arcaya Saldaña declares that he has no income despite having worked in the private sector.
Added to this is Diethell Columbus Murata, former congressman and former candidate for the Municipality of Lima, who did not present a sworn statement. Obed Bernuy Atachagua issued an incomplete statement with errors in the positions held. For her part, Bélica Bravo Alcántara did not expose her ID.
On the other hand, the JEE observed the candidates who did not submit their application for unpaid leave. The current Fujimori congresswoman Rosangella Barbarán Reyes stands out; in addition to the workers María Mendoza del Solar, Carmen Balabarca Flores, Teresa de Jesús Pariona Reynoso, Mirtha Baldeón Lostaunau.
In the case of candidates from abroad, the Fujimori party did not present the minutes of the primary elections in which the name and surname of the militants who were elected were included.
According to the information accessed by La República, the general record of designees of all the registrations necessary to verify that the limit of 20% of designated candidates is met was not presented.
Fuerza Popular appeals against the JEE ruling
Edwin Levano Gamarra, legal representative of Fuerza Popular, presented a brief before the Special Electoral Jury of Lima, in order to correct the imposed observations. The document was presented this Tuesday, December 23 at 2 in the afternoon, so the entity needs to rule in favor or against Fuerza Popular.
