Of the 27 organizations that carried out the registration process, the lists of Avanza País – which has José Williams as president – and Libertad Popular – with Rafael Belaunde as a candidate – have been considered inadmissible. This means that they have a period of two calendar days to correct the observations.
As detailed by the Special Electoral Jury (JEE), in the specific case of Avanza País, the resignations of the pre-candidates were not recorded in writing. Phillip Butters and Congresswoman Karol Paredes. Furthermore, José Williams did not include the position for which he was applying in the sworn declaration of consent to participate in the electoral elections.
So far, the other parties—with the exception of Fuerza Popular whose list is already admitted—are in a “received” status. This implies that the Special Electoral Jury (JEE) will evaluate whether there are errors in the registration process of their lists.
If observations are detected, they will be declared inadmissible and must be corrected within the corresponding period. Otherwise, as is the case with Fujimorism, the candidacies will go to the stage of deletions and observations, in which any citizen may present objections, which must be resolved by the electoral authority.
Surprises in the list of candidates for the Senate and Deputies chambers
The first surprise was in Arturo Fernández’s match, Un Camino Diferente. The political group has as its candidate for the Senate the former commander general (r) of the National Police of Peru (PNP), Raúl Prado Ravines.
Ravines, who was sentenced to 35 years in prison for being the alleged leader of the Death Squad, was captured in June of this year. Although the Judiciary annulled his sentence, he is serving preventive detention for 36 months.
On the side of Podemos Peru, the former senior congressional officer, José Cevasco, will be a candidate for the Senate for Metropolitan Lima. In addition, the party led by José Luna Gálvez will take Betssy Chávez’s mother, Herminia Chino, as a candidate for the national Senate with number 6.
Meanwhile, in Libertad Popular, a party led by Rafael Belaúnde Llosa, the dean of the Lima Bar Association (CAL), Raúl Canelo, will run for the Senate with number 3.
In the Good Government party, the president of the NGO Luz Ámbar, Luis Quispe Candia, will be a candidate for the chamber of deputies.
For National Unity, the evangelical pastor Anthony Lastra Velador will be a candidate as national deputy.
Former head of the ONPE speaks out on party registration
The former head of the National Office of Electoral Processes (ONPE), Fernando Tuesta, warned that political parties should not wait until the last minute to register their lists of candidates. “The rule is clear. Political organizations must present their complete lists until 11:59:59 p.m. today, physically or virtually,” he explained.
Likewise, Tuesta revealed that some of the reasons for the delay of some organizations are due to the fact that the positions are intended for “the designated ones.” Along the same lines, he interpreted that, if a party cannot fill the positions reserved for people outside the organization, “it can do so – as plan B – with people from the same party.”
“The law has never referred to “guests” (outside the party), but to “appointees” (inside and outside the party) by the organization that indicates it in its statutes. Whoever submits the registration request after hours, the list becomes inadmissible,” he highlighted.
