Cell phone registration
In June 2025, the new General Law of the National Intelligence System in Public Security was approved, which reformed various regulations, including the creation of the National Register of Mobile Telephony Users.
Starting in January 2026, all mobile phone users must register their phones, which will be linked to their CURP (Unique Population Registration Code). Telephone lines that are not registered will be canceled. This measure seeks to strengthen public security through the use of intelligence and criminal analysis by the Ministry of Public Security.
However, this reform generated controversy, as it involves the creation of an interconnected system of personal databases, which will include information on the CURP, tax records, health, property, vehicle, banking data, as well as police and prison databases. The authorities will be able to access all this information, which is described by opponents as a “Spy Law” that puts the privacy of citizens at risk.
biometric CURP
In parallel, in June the reform of the General Population Law was also approved, which establishes the issuance of a biometric CURP. This modification aims to improve the tools for searching and locating missing people and preventing the theft of children.
The CURP, which was originally an 18-character alphanumeric code based on data from the birth certificate or immigration documents, will now incorporate biometric data. In addition, a Single Identity Platform will be created to store and manage the information.
Despite the benefits touted, critics warn that the measure could give the government access to a massive amount of personal information.
Anti-extortion reforms
The reforms approved in 2025 are also part of a comprehensive strategy to combat extortion and improve public safety, especially in relation to telephone calls. With the mandatory registration of all telephone lines and their respective owners, it is expected to reduce the crime of telephone extortion, one of the most frequent threats that affect Mexicans. Although the reforms generated resistance, the vote for their approval was almost unanimous.
In addition, a new General Law on Extortion was issued, focused on prosecuting this crime, which until now is one of the most difficult to eradicate. The new measures include sentences of up to 42 years in prison for those responsible and the possibility of blocking or inhibiting telephone signals in federal prisons and penitentiary centers.
Increase in sugary drinks
In October 2025, Congress approved an increase in the Special Tax on Production and Services (IEPS) for sugary drinks, with the aim of reducing consumption and promoting a healthier diet. The increase, which was initially going to be from 1.64 to 3.01 pesos per liter, will affect both sugary drinks and those with added sweeteners.
Although the increase also extended to “light” and “zero” drinks, some critics questioned whether the measure was primarily intended to raise more money rather than reduce sugar consumption. The soft drinks companies, for their part, committed to offering products with fewer calories and modifying their advertising strategies.
