Following the surprise resignation of the CEO of Essalud, Gino Dávila Herrera, the government appointed Alegre Raúl Fonseca Espinoza. The brand new pull comes from Huanuco and he is so well known in his region –by his colleagues– that his presence has been the subject of multiple protests.
Fonseca has worked as head of the Medical Service of the Llata hospital, director of the Llata hospital, director of the Huamalíes Health Network for three periods, director of the Sihuas hospital and director of the I Tingo María hospital. During his time in these health centers he has earned a bad reputation for the management he has developed.

His past in Huanuco
Last year, Alegre Fonseca was appointed head of the Essalud Huánuco network. The news was not well received by the medical staff.
They assured – during their protest – that Alegre Fonseca, being a leader of the Tingo María hospital, was known as the “doctor tips”, this because he would be involved in acts of corruption. In addition, they pointed out that he favored his son, Manuel Fonseca, hiring him as a COVID-19 doctor for said hospital.
In 2014, when he was director of health in Huamalíes, he was denounced by Darío Carlos Laurencio, secretary of the workers’ union. The complainant indicated that Fonseca Espinoza was involved in the overvalued purchase of six photocopiers.
That same year, he applied and was elected as a councilor for the province of Huamalíes, hand in hand with the United for Huánuco Independent Regional Advance movement, founded by Luis Picón Quedo, current congressman for Alianza por el Progreso.
In their complaints, the doctors claimed that Fonseca’s designation in the regional network was due to his relationship with the aforementioned legislator from César Acuña’s party.
Another connection that the doctor would have would be with the denounced Mario Carhuapoma, now vice president of the board of directors of Essalud, who was removed from his position in the presidency of the same entity after the Attorney General’s Office denounced him.
In the Public Ministry, Fonseca is also a caserito. He has a long list of criminal complaints (preliminary and filed) to his name. The Prosecutor’s Office accuses him of discrimination, theft, illegal operation of casinos and even author of disturbances.

Perú21 contacted Alegre Fonseca and asked him about his questionable past. The brand new pull of the government denied everything mentioned above.
Regarding his background in Huánuco, he indicated that the complaints did not prosper and many of the acts that he was accused of were committed by his predecessors, such as the case of the purchase of photocopies and the hiring of his son.
Regarding the criminal complaints, he assured that “these are situations that at the time the complaints were made and none have prospered or have had much support, in some cases I have not even been called to the Prosecutor’s Office.”
Regarding his relationship with Congressman Picón, he stated that they do have a friendship, but that this has not been a reason for the legislator to propose him or help him reach the positions he has held. He denied “commitments” with Mario Carhuapoma and said he was not aware of the complaint facing the executive vice president of Essalud.
Fonseca told this newspaper that he has a link with President Pedro Castillo, but that it is “a partisan and professional link and currently I have been invited (by him to the position),” he said.
Labor Minister Betssy Chavez, who promoted the appointment of Gino Dávila, has not commented on Fonseca’s past.
