Four lieutenant generals and 21 generals from the National Police are discharged

The head of the Anti-Corruption Investigation Directorate (DIRCOCOR), General Luis Lira Limo, who led two recent high-profile investigations, is one of the 21 PNP generals who have been retired.

General Lira led the investigation against the leader of the Alliance for Progress (APP), Oscar Acuña Peraltaand is the brother of the presidential candidate of this party, César Acuña Peralta. Óscar Acuña, who is a fugitive from justice, is accused of having received bribes from the missing owner of the company Frigoinca, Nile Burga Malcainvolved in the scandal Qali Warma.

General Luis Lira was also in charge of the case of the criminal organization “Los Socios del Callao”, allegedly headed by the Chalaco governor, Ciro Castillo Rojo. Castillo is credited with guiding contracts and authorizing illegal payments. Authority is also missing.

On October 31 of this year, during the government of President José Jerí, Lieutenant General Óscar Arriola Delgado assumed duties as General Commander of the National Police, amid a wave of growing crime in Lima and several regions of the country.

Two months later, at the proposal of Arriola and the Minister of the Interior, Vicente Tiburcio Orbezo, President Jerí authorized the retirement of the Chief of the PNP General Staff, Jhonny Veliz Noriega, and the Inspector General of the PNP, José Céspedes Muñoz. Both correspond to the Integration Promotion I 1988 of the defunct Investigative Police of Peru (PIP).

The other two lieutenant generals discharged are the head of the Directorate of Order and Security, General Luis Gamarra Chávarry, and the head of the National Investigation Directorate of the PNP, General Zenón Loayza Díaz.

Now the new Police Command, according to the institutional hierarchy, would be made up of the current head of the General Secretariat of the PNP, Lieutenant General Freddy López Mendoza; the head of the Intelligence Directorate (DIRIN), Lieutenant General Luis Flores Solís; the head of the General Intelligence Directorate of the Ministry of the Interior (DIGIMIN), Lieutenant General Augusto Ríos Tiravanti; and the head of the PNP Operations Command, Lieutenant General Manuel Lozada Morales.

Sources consulted expressed surprise at the retirement of General Luis Lira Limo, a member of the Aguerridos 1993 Promotion, one of the youngest cadres of the National Police.

The head of Dircocor, Luis Lira, was also retired.

Lira had just completed two years of service in the rank, compared to other senior generals in the National Police, such as the head of Human Resources of the PNP, General Colin Sim Galván, who is leaving for his fourth year in the rank.

According to the versions collected, General Luis Lira was “uncomfortable” for some political leaders affected by the corruption cases of Óscar Acuña Peralta and Ciro Castillo Rojo.

Like General Lira, the head of the Seventh Lima Police Region, General Enrique Felipe Monroy, is another of those invited to the retreat for the renewal of cadres in the PNP. General Felipe comes from the Victors 1992 Promotion and the head of the Anti-Drug Directorate (Dirandro) of the PNP, General Nilton Santos Villata.

Next on the list is the head of the La Libertad Police Region, General Guillermo Llerena Portal and generals Juan Delgado Romero, Aldo Ávila Novoa, Javier Gonzales Novoa, William Espinoza Vivanco, Luis Lazo Fernández, Luis Ortiz Casaverde, among others.
