Parties spend large sums in litigation with the INE

Political parties allocate millionaire amounts to hire law firms or legal advisors with the aim of reversing the sanctions imposed by the National Electoral Institute (INE), due to its multiple omissions, irregularities and violations of electoral laws.

Only in 2024, within the framework of the last federal election, and in the current 2025, in which there were only municipal elections in two states, the INE applied fines, sanctions and charges for refunds not made, which total 924 million 552 thousand 550.79 pesos, of which 70 percent were applied to the parties of the Fourth Transformation.

In the same period, the six political forces with national registration allocated 12 million 3 thousand 338 pesos, through 13 contracts, for legal defense services, regardless of the legal teams that each political institute has.

The irregularities detected by the electoral body range from the improper affiliation of militants; “unreported, unverified expenditures and those without partisan purpose”, omissions in the delivery of information and even unreported propaganda.

The party most sanctioned in this period was Morena, with fines of 365 million 42 thousand 872.37 pesos; that is, 39 percent of the total amount.

They are followed in that line by the Labor Party (PT), with 147 million 254 thousand 968.77 pesos, and the Green Ecologist Party of Mexico (PVEM), with 135 million 145 thousand 702.58.

The remaining 30 percent of the sanctions were for the National Action Party (PAN), the Institutional Revolutionary Party (PRI) and the Citizen Movement.

To the blue and white MC was fined 118 million 309 thousand 10.35 pesos, MC was fined 74 million 815 thousand 473.63 and tricolor with 73 million 874 thousand 921.73 pesos. In addition, 10.1 million pesos were deducted for reimbursements of unproven campaign expenses.

Among the contracts reported by the six political forces, MC is the one that allocated the most to legal advisory services, with 7 million 26 thousand 443 pesos, followed by the PT, with 2 million 249 thousand pesos.

The contracted services range from “legal advice” and “legal services specialized in electoral matters”, to the preparation of appeals, constitutional review trials, legal advice on labor and commercial matters, notarial certification, presentation of complaints and formulation of unconstitutionality appeals.
