INEI: 28 out of every 100 Venezuelans who reside in Peru live in poverty

The National Institute of Statistics and Informatics (INEI) announced that, according to the results of the National Household Survey directed at the Venezuelan Population 2024 (ENAHOPV), 28.1% of the Venezuelan population residing in Peru live in poverty, that is, their expenses are insufficient to cover the cost of the Basic Consumer Basket (food and non-food).

The survey, which had the support of the Office of the United Nations High Commissioner for Refugees (UNHCR) and the World Bank, was carried out between the months of August and November 2024 in the cities of Arequipa, Chiclayo, Chimbote, Ica, Metropolitan Lima and the Constitutional Province of Callao, Piura, Trujillo and Tumbes, with the purpose of knowing the living conditions and poverty of the Venezuelan population residing in the country.

It should be noted that this is the third statistical study on the Venezuelan population, which began in 2018 with the First Survey Directed at the Venezuelan Population residing in Peru (ENPOVE 2018) and continued in 2022, with the Second Survey Directed at the Venezuelan Population (II ENPOVE 2022).

The presentation of the results was led by the head of the INEI, Gaspar Morán Flores, who highlighted the support of UNHCR and the World Bank for the development of this research; as well as Venezuelan households for the information provided.

“This is a first report on monetary poverty in the Venezuelan population residing in Peru prepared by the INEI. Now we are working jointly (INEI, World Bank and UNHCR) on a second report referring to the living conditions of this population that we hope to present next January,” Morán announced.

For her part, Eliana Rubiano, an economist at the World Bank, highlighted that Peru is the first country in Latin America to measure the monetary poverty of the Venezuelan population with international standards.

“This research will allow us to demystify perceptions, carry out effective targeting; as well as carry out comprehensive monitoring of the Venezuelan population that will contribute to better decision-making for this population group,” he said.

The event also featured the participation of Laura Almirall, UNHCR representative in Peru; Matthew Bird, professor and researcher at the University of the Pacific; Javier Herrera, independent researcher; and Viviana Cruzado, director of the Social Targeting and Information Organization (OFIS).

33.7% of the Venezuelan population is in a vulnerable situation

33.7% of the Venezuelan population is in a vulnerable situation, that is, they are at risk of falling into poverty in the event of any unfavorable change in their economic conditions (adverse shocks such as loss of employment, business bankruptcy, serious illness, among others).

The Venezuelan population residing in the country spends 823 soles per month

According to the information obtained in the eight cities where the survey was carried out, the expenditure per person of the Venezuelan population living in our country totaled 823 soles, a figure lower by 16.9% (167 soles) compared to the expenditure per person of the Peruvian population.

Average monthly income of the Venezuelan population in Peru was 956 soles. In the year 2024, the real average monthly per capita income of the Venezuelan population in the cities studied was 956 soles. In Metropolitan Lima and the Constitutional Province of Callao it was 930 soles, and in the rest of the cities it amounted to 1,088 soles.

Greater proportion of the poor Venezuelan population works in Services

In 2024, 39.5% of the Venezuelan population living in poverty in Peru worked in the Services activity, 27.3% in Commerce, 14.5% in Transportation and Communications, 12.8% in Manufacturing, 5.5% in Construction and 0.4% in Agriculture, Fishing and Mining.

In the case of the Venezuelan population in vulnerable conditions, it was observed that 44.0% worked in Services and 22.9% in Commerce. 96 out of every 100 poor people of Venezuelan nationality are informal. According to the condition of informality, 95.9% of the population of Venezuelan nationality in poverty have informal employment.

Poor population residing in households with members of vulnerable groups

The survey revealed that 93.6% of the Venezuelan population living in poverty resides in households with at least one child under 14 years of age.

It also showed that 12.9% of the Venezuelan population living in poverty resides in households where one of its members has a disability; and that 22.3% of the population lives in single-parent households headed by women.

Meanwhile, 32.3% of the Venezuelan population living in poverty lives in overcrowded conditions.
