Digital voting will not be implemented in the 2026 Elections after technical audit

The Plenary Session of the National Elections Jury (JNE) determined that digital voting will not be implemented in the 2026 General Elections, after approving an unfavorable technical opinion that concludes that the proposed technological solution does not yet meet the necessary conditions for its application.

The decision is based on the comprehensive audit carried out on the Digital Voting Technological Solution (STVD), sent by the National Office of Electoral Processes (ONPE), which warned that the system is in the development stage and has deficiencies in its security mechanisms.

The technical opinion was prepared by the Digital Electoral Oversight Directorate (DFED) of the JNE and evaluated five critical components: technological infrastructure; digital security and cybersecurity; system architecture and components; functional and technical tests; and certifications and regulatory and regulatory compliance.

The STVD was developed by the ONPE within the framework of Law No. 32270 and formally delivered to the JNE on October 15, 2025, the date from which the audit process began in accordance with the work plan approved by the institution.

Although the JNE recognized the technical effort deployed by the ONPE and highlighted that digital voting could constitute, in the future, an alternative, voluntary and equivalent mechanism to conventional voting, it specified that the preclusive and non-extendable nature of the electoral schedule for the 2026 general elections prevents its implementation in the current process.

In this sense, the Plenary concluded that the application of digital voting in the next elections could generate risks for the trust and integrity of the electoral process, by not guaranteeing that the vote authentically, freely and spontaneously expresses the citizen will, nor that the count accurately and timely reflects the results of the vote.

The JNE recalled that, in the exercise of its constitutional role of electoral oversight, it has been carrying out technical audits of various systems that will be used in the 2026 electoral processes, among them EleccIA, the Jurisdictional Parties Table, the SIJE, Declara+, the Technological Solution to Support Scrutiny (STAE), both for the 2026 General Elections and for the Regional and Municipal Elections and the elections of authorities in populated centers.
