He Government established the extension for 30 calendar days of the State of emergency in Metropolitan Lima and the Constitutional Province of Callao, with the aim of strengthening actions against crime and other situations of violence that affect these jurisdictions. The measure will come into effect from December 21, 2025.
The decision was made official through Supreme Decree No. 140-2025-PCM, published in the extraordinary edition of the Legal Standards bulletin of the Official Gazette El Peruano. With this rule, the Executive seeks to continue the security strategies implemented in recent weeks in the face of the increase in crimes.
During the extension period, the Peruvian National Police (PNP) will maintain control of internal order, with support actions from the Armed Forces.
According to the provisions, the intervention zones will be determined based on intelligence information, indicators, statistics and crime maps, among other technical instruments.
The decree also establishes the restriction or suspension of the exercise of constitutional rights linked to the inviolability of the home, freedom of movement through the national territory, freedom of assembly and personal freedom and security, within the framework of the actions necessary to restore order and citizen security.
In relation to public activities, the rule specifies that massive religious, cultural, sporting and non-sporting events must have the corresponding permission from the competent authorities.
These requests will be evaluated in accordance with the provisions of article 4 of the New Regulation of Technical Safety Inspections in Buildings, approved by Supreme Decree No. 002-2018-PCM, and in accordance with current regulations. Meanwhile, activities that are not massive in nature may be carried out without the need for prior authorization.
Likewise, it is established that within five business days after the end of the extended State of Emergency, the Unified Operational Coordination Command (CCO) must inform the head of the Ministry of the Interior about the results obtained during the validity of the measure. The final report will be submitted to the Presidency of the Republic, the Congress of the Republic and the Judiciary, along with the corresponding recommendations.
The decree indicates that the implementation of the planned actions will be financed from the institutional budget of the specifications involved and with the allocations of additional resources authorized by the Ministry of Economy and Finance (MEF).
