CMN extends aid to producers affected by the climate

The National Monetary Council (CMN) approved this Thursday (18) a package of measures that expands financial support to rural producers impacted by adverse climate events and promotes adjustments to rural credit rules. The decisions, proposed by the Ministry of Finance, seek to preserve productive activity in the field, reduce risks of default and guarantee continuity of financing, without disregarding socio-environmental criteria.CMN extends aid to producers affected by the climate

Among the main measures is the expansion of the credit line intended for the settlement or amortization of debts of producers who suffered significant losses due to the weather. The initiative benefits funding operations contracted between January 1, 2024 and June 30, 2025, including those that have already been renegotiated or extended.

Rural Product Certificates (CPRs) issued in the same period and registered in favor of financial institutions will also be included, as long as they were in default on December 15 of this year.

According to the Ministry of Finance, the objective is to avoid the financial collapse of producers affected by extreme events and allow the reorganization of debts, maintaining productive activity.

“The focus is to guarantee access to rural credit, with predictability for producers and financial institutions, without compromising alignment with environmental policies”, informed the ministry, in a note.

Changes in environmental requirements

In addition to financial assistance, the CMN approved adjustments to the rules that deal with social, environmental and climate impediments to the granting of rural credit. The changes create a transition period for the application of the requirements, with the aim of avoiding immediate blocks to financing.

Under the new rules, checking illegal deforestation on properties with an area greater than four fiscal modules will be mandatory from April 2026. For family farmers and properties with up to four fiscal modules, the requirement will come into effect in January 2027.

The check will be carried out based on lists of properties with possible signs of deforestation prepared by the Ministry of the Environment and Climate Change, based on data from the Prodes system, from the National Institute for Space Research (Inpe). Even if the property appears on these lists, the producer may present documents that prove the legality of the activity, such as environmental authorizations, terms of conduct adjustment or technical reports.

In the case of traditional peoples and communities, the CMN authorized, until June 30, 2028, the granting of Pronaf credit to beneficiaries of Extractive Reserves, National Forests and Sustainable Development Reserves even without a published management plan, as long as there is consent from the unit’s managing body. According to the Treasury, the measure recognizes the specificities of these territories and avoids the financial exclusion of these populations.

Minimum price and reinforcement of Pronaf

The board also approved new guarantee prices for the Price Guarantee Program for Family Farming (PGPAF), valid from January 10, 2026 to January 9, 2027. The mechanism works as a minimum price for products financed by Pronaf and guarantees a discount on financing whenever the market price falls below the reference value defined by the government.

The discount is calculated based on the difference between the average sales price in the month prior to the installment due date and the guarantee price. The benefit is limited to R$5,000 per farmer and per agricultural year in funding operations and to R$2,000 in investment operations.

“PGPAF is an income protection instrument that guarantees coverage of variable production costs in times of falling prices”, informed the Ministry of Finance.

Furthermore, the CMN approved adjustments to Pronaf rules to expand access to credit, especially in productive microcredit aimed at lower-income farmers. Among the changes is the possibility for the producer to authorize direct payment, by the bank, for technical assistance services included in the financed project.

The deadline for contracting agricultural financing credit, which had ended in 2025, was reopened until July 2027. The financing limit for construction or renovation of sanitary facilities on rural properties was also increased from R$3,000 to R$5,000.

According to the economic team, the set of measures reinforces the role of rural credit as a public policy for stabilizing income and supporting production. “The objective is to expand access to financing, reduce risks for the producer and provide more predictability to family farming,” stated the Treasury.
