The Provincial Prosecutor’s Office of Huancayo, headed by prosecutor Alberto Vicente Moreno Huaccho, decided to open preliminary proceedings against the colonel, head of the Health Division of the National Police of Peru in Huancayo, as well as against the servant Rocío Aliaga Shulca, for the alleged commission of the crimes of personal concealment and omission, refusal or delay of functional acts, to the detriment of the State.

The investigation is part of the case of the intervention of the provincial prosecutor Carlos Rodrigo Mera Palomino, which occurred on December 11, 2025, when he was arrested for alleged drunk driving.
According to the complainant, Emiliano Ramos, during the procedure a first alcohol test was ordered, the result of which was positive; However, a second test was later ordered, which gave a negative result. In the opinion of the complainant, this would evidence an alleged manipulation of the procedure with the aim of favoring the intervened party.

In accordance with the fiscal provision, the compilation of the intervention report, the investigative statement, as well as the review of the security videos inside the National Police Health Service, in addition to all the procedures that are useful, pertinent and conducive to clarifying the facts, were ordered.
The proceedings seek to determine the possible criminal responsibility of those investigated and to establish whether irregularities occurred during the intervention procedure.
