Venezuela denounces Trump’s threats to the UN security council

Venezuela reaffirms commitment to building ties of solidarity with Brazil

Venezuela denounced before the UN Security Council an open and criminal aggression by US imperialism, which threatens the country with the colonial intention of appropriating the oil and resources that belong to the Venezuelan people; These actions flagrantly violate the Charter of the United Nations, constitute a crime of aggression, and seek to subjugate by force a sovereign nation that will never surrender.

The information was announced by the Minister of Foreign Affairs, Yván Gil, through a publication on his Telegram channel, where he attached a letter sent to the president of the organization, Samuel Zbogar.

In the letter, Venezuela denounces that it is a clear plan of colonialism, which has no place in the 21st century. This is a gigantic act of extortion against a sovereign State; a grotesque offense that violates every civilizational norm and, ultimately, it is the confession of a crime of aggression on a large scale.

Likewise, he points out that there is no limit to the addiction of the United States of America to oil, and that all the excuses used in recent weeks in relation to our country have been part of a smokescreen.

New York, December 17, 2025

HE Mr. Samuel Zbogar

Ambassador, Permanent Representative of the Republic of Slovenia to the United Nations

President of the Security Council (December 2025) New York .-

Distinguished Ambassador Zbogar,

I address Your Excellency, in your capacity as President of the United Nations Security Council, on the opportunity to denounce a serious attack against the peace, security and stability of the Bolivarian Republic of Venezuela, as well as the Latin American and Caribbean region as a whole.

Yesterday, December 16, 2025, the President of the United States of America, Donald Trump, published a message on his social network, Social Truth, through which he stated the following:

«Venezuela is completely surrounded by the largest Navy ever assembled in the history of South America. This will only grow, and the shock for them will be like they have never seen before, until they return to the United States all the oil, land and other assets they stole from us. (…)

For the theft of our assets, and for many other reasons, including terrorism, drug trafficking, and human trafficking, the Venezuelan regime has been designated a foreign terrorist organization.

Therefore, today I order the total and complete blockade of all authorized oil tankers entering and leaving Venezuela. (…)

“The United States will not allow criminals, terrorists, or other countries to steal, threaten, or harm our nation, nor will it allow a hostile regime to seize our oil, land, or any other assets, all of which must be returned to the United States, immediately.”

Excellence,

In the history of Venezuela, never had the head of State and/or Government of a foreign power occurred to the deranged idea that the Venezuelan national territory, including its oil fields and other assets, belong to it. The delirium increases with the ultimatum that, if Venezuela does not surrender to his will, our nation would then be attacked by its military forces.

The President of the United States of America is violating with impunity and before the entire world our national sovereignty, the territorial integrity and political independence of the Bolivarian Republic of Venezuela, sacred principles on which we have built our nation and which are clearly recognized in the Charter of the United Nations.

Additionally, today, December 17, 2025, the White House Deputy Chief of Staff, Stephen Miller, stated that the entire Venezuelan oil industry belongs to the United States of America and demanded its return. This means that the US government claims the largest oil reserve in the world as its own, in what would be one of the largest acts of plunder in human history.

What this absurd statement confirms is that there is no limit to the addiction of the United States of America to oil, and that all the excuses used over the last few weeks in relation to our country have been part of a smokescreen.

This is, therefore, a clear plan of colonialism, which has no place in the 21st century. This is a gigantic act of extortion against a sovereign State; a grotesque offense that violates every civilizational norm and, ultimately, it is the confession of a crime of aggression on a large scale.

ExEClgum,

The United States of America violates Article 2.4 of the Charter of the United Nations, which states: “Members of the Organization, in their international relations, shall refrain from resorting to the threat or use of force against the territorial integrity or political independence of any State, or in any other manner incompatible with the Purposes of the United Nations.”

On December 10, 2025, the President of the United States of America ordered the use of military force against a private ship engaged in legal international trade, which was transporting Venezuelan oil, whose crew members were kidnapped and, to date, remain missing.

This act of aggression constitutes a clear violation of the principle of prohibition of the use of force in international relations and was thus denounced before the Security Council by letter dated December 16, 2025, signed by the Minister of Popular Power for Foreign Affairs of the Bolivarian Republic of Venezuela.

Today, we are faced with a much larger scale of transgression. It is now a matter of the naval blockade, imposed unilaterally and in violation of international legality. This is clearly provided for in literal c, of Article 3 of resolution 3314 (XXIX) of the General Assembly, which establishes as a crime of aggression: “the blockade of the ports or coasts of a State by the armed forces of another State.”

In addition to the above, the US government is also trying to impose, by means of actions, through coercion and the threat of the use of force, an air blockade over Venezuela, as was unilaterally declared by the President of the United States of America, on November 29, 2025, when he reported on the supposed “total closure” of Venezuelan airspace.

This is another aggression that, resorting to electronic warfare, places in danger not only all aircraft flying to or from Venezuela, but also all international civil aviation, as demonstrated by the incidents that have already been reported and that were on the verge of resulting in a tragedy.

Excellence,

The diplomacy of gunboats to extort people belongs to an era already surpassed by humanity. If this Security Council ignores this crime of aggression, evident to the world, it would be accepting the destruction of the entire collective security system of the United Nations, which has cost the people so much to build over the last 80 years.

The United States of America is imposing chaos and destruction on international relations just as the evil actors who caused World War II did. The Security Council, charged with guaranteeing the maintenance of international peace and security, must prevent this.

In light of the above, we request that a meeting of the Security Council be urgently convened to discuss the ongoing US aggression against the Bolivarian Republic of Venezuela and, in accordance with the provisions of Article 39 of the Charter of the United Nations, adopt the necessary measures to restore international legality.

Finally, I very respectfully request your good offices so that the present communication, of which an identical copy has been transmitted to the Secretary-General, may be duly brought to the attention of the Member States of the Security Council and issued as an official document of said body.

Without further reference, I take this opportunity to renew to Your Excellency the assurances of my highest and distinguished consideration.
