The government’s economic and social agenda aimed to prioritize the majority of the Brazilian population, as argued by the Minister of the Civil House, Rui Costa, this Wednesday (17). In last interministerial meeting of 2025he argued that the government, in the last three years, sought to act to reduce inequalities. 
“In the second phase of the government, there was a clear demonstration of the side we are on: the Brazilian people, promoting inclusion, cost reduction and tax reduction for the majority of the population,” he said, in a statement released by the federal government.
Among the actions, Rui Costa listed that a hallmark of this year was the approval of the measure that zero income tax for more than 15 million Brazilians who earn up to R$5,000. Furthermore, he highlighted that the country’s per capita income, in general, grew by almost 4.9% and, among the poorest, it rose by 13.2%.
“Almost nine million Brazilians were lifted out of poverty, plus 13 million out of extreme poverty, between 2022 and 2024”, exemplified Rui Costa.
Reduction in unemployment
Another reason for the government’s optimism, according to him, was the historic reduction in unemployment in the country.
“It is the lowest rate since the unemployment survey began in Brazil, 5.4%, and, therefore, we have reached a historic record for employed people in Brazil.”
He pointed out that people with regular work activity, formal or informal, total almost 103 million Brazilians, data relating to the last month of October. “We are also celebrating the highest average salary, the wage bill in the history of this country. And, therefore, the real salary grew by almost 8%, between 23% and 25%.”
Still as an economic benefit, the minister cited the program Light of the Peoplewhich exempts 60 million Brazilians (consumers of up to 80 kilowatt-hours and who are registered with Bolsa Família) from paying for energy.
“Now, in January, another benefit begins to reach those earning half a minimum wage per capita, which reaches 18 million Brazilians who will, therefore, also have a reduction in their energy bill”, said Rui.
Other programs mentioned by Rui Costa, which impact income, were the People’s Gaswhich is expected to reach more than 15 million families by March, and CNH Social, which aims to democratize access to driving licenses.
Education, health and housing
In the social field, Rui Costa recalled the implementation, in the health area, of the program Now There Are Experts. The initiative aims to reduce waiting time in queues for specialized care.
In education, the Minister of the Civil House assessed that the program nest egg It is already reaping good news with almost six million young people benefiting from R$3,000 over three years of secondary education.
In relation to housing, the minister also defended the new version of the My Home, My Liferelaunched in 2023. “The goal that President Lula set for four years was achieved this month: two million homes contracted in Brazil.”
The program is in 4,764 cities and has already delivered house keys to 1.7 million families at this stage. The goal, according to him, is to reach three million homes by next year.
