In accordance with article 76, section III of the Constitution, the Executive directed its request to the Senate, whose functions include authorizing the passage of foreign troops and stays of foreign warships.
According to the document, a delegation made up of 19 elements of the Navy SEAL’s Special Operations Force and 10 elements of the Seventh Special Forces Group of the United States Navy would enter the national territory.
The delegation would enter with weapons aboard a “Hercules C-130” military aircraft of the US Air Force and would land on January 12, 2026 at the Toluca International Airport, State of Mexico. The departure would be from the same place on April 15, 2026.
The tasks that the US personnel would carry out would be carried out in four phases, in the state of Mexico and in Campeche.
Although Mexico would be the host country, the request received by the Permanent Commission establishes that “elements of the Special Operations Unit of the Secretary of the Navy received the invitation from the government of the United States of America to participate in the emerging event called ‘Improving the Capacity of the Special Operations Forces’.”
The headquarters of this training would be the General Headquarters of the Special Operations Unit in Donato Guerra, State of Mexico; the Marine Infantry Specialized Training Center (CENCAEIM) in Champotón, Campeche and in the Naval Command of Ciudad del Carmen, Campeche.
The first stage would take place from January 19 to February 13, 2026, consisting of “ground operations” in the CENCAEIM of the State of Mexico.
The second would be from February 16 to March 6, 2026, “airmobile operations”; the third phase, from March 9 to 20, 2026, “land operations”, both at the CENCAEIM in Champotón, Campeche.
The fourth and final stage would be from March 23 to April 15, 2026, for “maritime operations” at the Naval Command of Ciudad del Carmen, Campeche.
