Senate approves national policy to encourage teacher training

Among other points, the text provides for the granting of scholarships for students with high performance on the Enem who enter in-person undergraduate courses, financial support for graduates who work in regions with a lack of teachers. The proposal, which is now being approved by President Luiz Inácio lula da Silva, also determines that undergraduate students who join the program must work in public education networks.

According to the rapporteur, Senator Dorinha Seabra (União-TO), the project aims to encourage the entry and retention of students in undergraduate courses, especially for teaching, and to promote the entry and retention of graduates in public basic education networks, in areas with a shortage of professionals.

“We consider that the initiatives increase the attractiveness of the teaching career and, therefore, contribute to minimizing a problem that has been worsening for many years in our country: few students choose degrees in the entrance exam and, even when they do and complete the course, they do not pursue a teaching career or change professions some time after experiencing the classroom.”

It will be up to the Ministry of Education (MEC) to regulate the rules of the program that will be implemented in collaboration, by the Union, states, municipalities and the Federal District.

The MEC will also define the criteria for the eligibility of higher education institutions, which will be distributed preferentially to areas of knowledge in which a lack of teachers has been proven, through research and official studies.

The scholarships will be compensated for completing 400 hours of supervised internship and 320 hours of academic extension activities. The scholarship holder must remain in the public basic education system for at least two years.

Education networks must join the scholarships based on a diagnosis of the lack of teachers and the hiring of professionals to perform the teaching role during the scholarship period, according to regulations to be drawn up by the MEC.

States and municipalities will have to adhere to the National Teacher Test (PND), an annual assessment that aims to support education networks, with the aim of planning the teaching workforce to “hold smaller and more frequent public competitions, in order to guarantee predictability in hiring”.

The article also says that the policy will be monitored in each education network, with the participation of experts, teacher training forums and training institutions, entities representing teachers and students in basic education, civil society entities and education network managers.
