He Plenary Session of the National Election Jury (JNE), governing body of the electoral system, resolved to declare void the primary elections held by the political organization Acción Popular in order to define its candidates for the 2026 General Elections, for presenting substantial defects that violate the principles of internal democracy and due process.
The decision was adopted through Resolution No. 0745-2025-JNE, which states that it has been noted that there is no coincidence between the list of delegates declared winners by the National Electoral Committee (CNE) of the aforementioned political organization and the list of electoral material prepared by the National Office of Electoral Processes (ONPE) in the primary elections held on November 30 in the constituencies of Áncash, Cajamarca, Cusco, Huancavelica, North Lima, Central Lima, West Lima, Lima Provinces, Loreto, Piura, Tacna and Ucayali.

The Plenary Session of the National Election Jury points out that internal democracy is an essential pillar of any political organization, since it ensures that the election of candidates is carried out through clear, objective, transparent rules and with the participation of its members.
In this framework, it emphasizes that parties must respect constitutional principles and current regulations, as well as comply with the procedures established in their own statutes.
Under this criterion, the referee warns that it would be contrary to his constitutional duty to fail to rule on the challenges and requests for annulment presented by members of Acción Popular.
It specifies that the function of administering electoral justice involves, among other tasks, supervising the legality of the vote and verifying that electoral processes are carried out in accordance with the law.
