The agreement was signed by the Venezuelan Red Cross and international Red Cross assistance bodies.
The Venezuelan Red Cross (CRV), the International Committee of the Red Cross (ICRC) and the International Federation of Red Cross and Red Crescent Societies (IFRC) renewed the Movement Coordination Agreement, which establishes the cooperation framework for the Movement’s activities in Venezuela, valid until December 2028.
This agreement, which had not been signed in decades, was resumed since the installation of the new governing board of the Venezuelan Red Cross to strengthen coordination between the components of the Movement and ensure that humanitarian actions effectively reach the people who need it most.
Its main objective is to coordinate efforts and resources so that the response is timely and effective, while reinforcing the central role of the Venezuelan Red Cross as a National Society, ensuring its leadership and autonomy in operations within the country.
The Venezuelan Red Cross carries out its work as an auxiliary to public powers in humanitarian matters, which allows it to coordinate and complement efforts with national authorities in caring for people affected by emergencies and disasters.
This role ensures that the Movement’s actions are aligned with national priorities. The areas of cooperation are articulated around the priorities defined in the CRV’s National Strategic Plan, as well as the identified humanitarian needs and the specific mandates and capabilities of each of the parties.
The tripartite agreement also represents a milestone for humanitarian action in Venezuela, by reaffirming the leading role of the Venezuelan Red Cross as the central axis of the Movement and its leadership in the coordination of humanitarian assistance.
Its origin dates back to the 1997 Seville Agreement, which established the need for a coordination framework to guarantee effective humanitarian action.
After years without consensus to move towards a new agreement, the Seville Agreement 2.0 today allows us to strengthen cooperation, ensuring that the Movement’s response is coordinated, neutral and effective in response to the needs of the population.
