Ports adopt special scheme for fertilizers, says minister

The Minister of Infrastructure, Tarcísio de Freitas, said today (15) that the federal government has set up a special scheme in the country’s ports to receive fertilizers. Ships that arrive in Brazil with the goods do not have to queue to unload. The product used by the agribusiness sector is mostly imported from Russia – a country at war with Ukraine. “We have already set up a scheme at the ports that will receive fertilizers, so that this discharge is carried out as quickly as possible. We have coordinated work between the Ministry of Agriculture and the Ministry of Infrastructure so that we do not have a fertilizer ship standing in line,” he pointed out. “We are not going to run out of supplies for our producer,” added the minister, after participating in a fair in the railway sector, in the capital of São Paulo.

Fertilizers, especially nitrogen, phosphorus and potassium, are widely used by the Brazilian agribusiness sector, considered essential to supply one or more nutrients to crops. Of the total used by Brazil, 85% are imported, mainly from Russia.

The minister also said that the government is studying various possibilities to combat the rise in fuel prices in the country, especially those derived from oil. According to Freitas, among the alternatives are tax actions, such as changes in ICMS, and exchange rate actions.

“One measure that had already been thought of back then, that could ease the price issue is the tax issue. And now a PLP was approved [projeto de lei complementar] that affects the incidence of taxes, changes the logic of ICMS”, he said.

Freitas said that another way to act on the fuel price is to keep the exchange rate stabilized and make “the exchange rate give in”. “You are having a lot of flow of resources to Brazil, so if you have a tax authority there, you will see the exchange rate giving way, and this will interfere with the price of fuel”, he said.
