Telephone interception showed payments from businessman Argüelles to Judge Becerra

A key moment in the investigations of prosecutor Leydi Cherrepano against the judge Roxana Becerra Urbina and the businessman Aniceto Argüelles Loayzawas the judicial authorization he obtained to wiretap both characters. On April 28, 2019, a telephone conversation between Judge Roxana Becerra and Silvio Muñoz Villanueva was intercepted.a close friend of businessman Aniceto Argüelles. The audio confirms the link between Argüelles and Becerra through Silvio Muñoz.

Precisely, as part of the collusive agreement, Silvio Muñoz, on behalf of Aniceto Argüelles, acquired from Judge Becerra’s family three properties in Santa Rosa de Quives, in Canta, for an overvalued amount of US$224 thousand.

Incriminating dialogues

On July 23, Becerra and Muñoz spoke openly about the sale of the land:

Muñoz: Hey, look. I’m going to pay the rest in two weeks. How do we do it? Because he is waiting for me no later than tomorrow morning, this (Ricardo) Quispe (Medrano) for a project, for a matter that interests me.
Becerra: Yes.
Muñoz: What do you think of the idea, my daughter? You have to sign, the presence of the notary is not necessary, right?

Muñoz: …I have received from Mr. Silvio Muñoz Villanueva the sum of 56 thousand and some dollars. That’s also like the second installment.

As reported The Republicprosecutor Leydi Cherrepano has denounced, in addition to Judge Roxana Becerra and businessman Aniceto Argüelles, other figures who participated in the conspiracy: the aforementioned Silvio Muñoz Villanueva, Argüelles’ friend who negotiated with Judge Becerra the acquisition of three pieces of land.

In the same transcribed dialogue, Silvio Muñoz made reference to Ricardo Quispe Medrano, lawyer of the former president of the Quipán community, Abel Mosquera Ortíz. As reported, in 2016 Aniceto Argüelles and Abel Mosquera set up the fraudulent purchase and sale of 10 thousand hectares belonging to the community for S/600 thousand, when its real price reached S/5 million. When the farmers denounced Abel Mosquera and Industrias Argüelles Servicios Generales, owned by Aniceto Argüelles, the file fell to the office of Judge Roxana Becerra Urbina.

Aniceto Argüelles needed a favorable ruling, because if it was adverse, he would lose the land on which he installed a landfill to win more contracts with the capital’s districts.

Evidence. The DIVIAC captured a meeting at the Las Canastas chicken shop in San Martín de Porres, between Judge Becerra and her parents, Argüelles’ friend, Silvio Muñoz, as well as Ricardo Quispe.

In the conversation intercepted on July 29, 2019, the Magistrate Roxana Becerra received the phone call from Argüelles’ intermediary, Silvio Muñoz. In the dialogue it is evident that Muñoz was going to leave an order for Becerra at his home in Magdalena. This is the conversation:

Becerra: Look.
Muñoz: Listen to me, beautiful daughter. Repeat the address to me… (…) Is it at block eight of Javier Prado Avenue? (Judge Becerra’s residence is located on block five of Antonio Miro Quesada Avenue). I’m going to go early.
Becerra: Yes.
Muñoz: Height of block eight of Javier Prado Avenue, right?
Becerra: Uh-huh, yes. (Javier Prado) West.
Muñoz: Magdalena or San Isidro?
Becerra: Magdalena.
Muñoz: Yes, Magdalena. Tower Building… (of Lucerne). (…)
Becerra: Oops!
Muñoz: Here I have it. Tower of Lucerne, right?
Becerra: Yes, Tower of Lucerne.
Muñoz: Here I have, Tower of Lucerne, right?

Muñoz: The doctor (Roxana Becerra) told me: ‘Engineer, don’t worry. I have it almost ready, but I am correcting a series of errors.’ For example, he tells me that those from the community have presented their writing one by one. ‘One by one I am canceling them, for that I have to have a basis. And I have that almost ready.’ Now, why is the doctor (Becerra) delaying? Let that explain to you (Ricardo) Quispe (Medrano).

Silvio Muñoz returned his phone to Ricardo Quispe so that he could speak with Aniceto Argüelles.

Exactly 28 days after this intercepted dialogue, on May 24, 2019, Judge Roxana Becerra issued a ruling tailored to Aniceto Argüelles.
