The federal government intends to hold 14 road auctions next year, said Transport Minister Renan Filho today (11). The number exceeds, according to him, the 13 highway auctions held throughout 2025.
“We’re going to beat this year’s record,” he said, to participate in the Autopista Fernão Dias auctionpromoted by B3, in the capital of São Paulo.
“We have already done 22 [leilões rodoviários deste o início do mandato do presidente Lula]. Next year we will be 14 [novos leilões] and, in addition to doing many more new things, we are also resolving the problems of the past that had been left under the carpet. This is very significant for Brazil”, highlighted the minister in an interview with journalists.
According to Renan Filho, railway auctions are also planned. “We will also hold eight railway auctions and we will turn around railway investment in the country.”
This afternoon, Motiva (formerly CCR) won the auction for the Autopista Fernão Dias optimized contract after offering a 17.05% discount on the toll rate. With this offer, the company beat two other competitors, the current highway concessionaire, Arteris Fernão Dias, and Grupo EPR (Consorcio Infraestrutura MG).
This optimized BR-381 contract auction is part of the strategy of the Ministry of Transport and the National Land Transport Agency (ANTT) to modernize old road concession contracts and is the fourth of its kind already carried out by the current government. However, this was the first time there was competition and control passed to another company.
“Today, for the first time in the history of public concession contracts in Brazil and through an auction, a company that was in a contract that was not performing left the contract to make way for another, in order to increase performance and strengthen investments”, highlighted the minister.
The transition of control between the former concessionaire (Arteris) and the company that won the auction should occur quickly, estimated Renan Filho. “We will agree with Arteris on this exit and do it as quickly as possible. We will demand the full quality and commitments of the transition so that the citizen is respected in light of this new moment”, he said.
“A really cool thing [desse contrato] is that whoever enters already has to start doing work. Motiva will have to carry out a series of works in the first year, which will ensure that people who pass through Fernão Dias – between Belo Horizonte and São Paulo – notice the improvement in the contract”, he added.
According to the president of Motiva Rodovias, Eduardo Camargo, the expectation is that the transition contract will be signed in April or May of next year. “What is foreseen in the contract is the signing of the contract between April and May. As we have a good relationship with both the concessionaire itself, Arteris, and ANTT, our intention is that we can get closer, get to know each other and find out how the operation is going, but the change of effective control must take place between the end of April and the beginning of May”, he estimated.
