SANTO DOMINGO.-The Public Asset Recovery Team (ERPP) yesterday filed a complaint with civil plaintiff status for the alleged fraud committed to the detriment of the National Health Insurance (Senasa), which it described as “a direct attack against the life and health of Dominicans.”
The complaint was filed against the natural and legal persons identified up to this point by the Public Ministry as allegedly involved, without ruling out future inclusions based on the progress of the investigation.
The ERPP also reported that it will take on this case absolutely pro bono, that is, without charging fees or receiving any remuneration, as well as commissions linked to what is eventually recovered.
Likewise, he emphasized that the decision is made so that no additional costs are added to the damage already suffered by the millions of Dominicans who have been harassed, defrauded and put at risk by this criminal network.
The group specified that, as in other processes in which it has intervened, it will work in close coordination with the Public Ministry, respecting its constitutional and legal powers, but fully exercising its status as plaintiff and civil actor, so that the patrimonial dimension of the damage does not go unpunished and the greatest possible amount of stolen resources is recovered.
“This case touches the most sensitive part of a society: the health of its people, especially that of the most humble and the most needy,” the ERPP warned, “we act in the name and representation of the Dominican State and Senasa, with the objective that those responsible are forced to fully repair the damage caused, and compensate for the damage caused to the institutions and, above all, to the Dominican people,” he said.
As detailed in the complaint, the case describes a plot that ranges from the payment of million-dollar bribes and the falsification of documentation to divert resources destined for medications and medical procedures, to medical practices.
“We are not talking about simple administrative irregularities, but about a scheme that constitutes a direct attack against the life and health of Dominicans,” indicated the team of lawyers.

The Executive Branch issued Decree 217-25, by which Fernando P. Henríquez is designated as general coordinator of the team of lawyers that represents the State. Manuel Conde Cabrera and Rafael Rivas Solano are coordinators.
