In honor of Consumer Day, celebrated this Tuesday (15), the National Agency of Petroleum, Natural Gas and Biofuels (ANP) today signed a cooperation agreement with the Municipal Procon of Cuiabá.
The ceremony was broadcast on the agency’s YouTube channel and was attended by the director of the ANP, Cláudio de Souza, the superintendent of inspection of the ANP’s supply, Francisco Nelson de Castro Neves, and the assistant secretary for Consumer Protection and Defense of the Procon Cuiabá, Genilto Nogueira.
According to the director of the regulatory agency, Cláudio de Souza, there are currently 22 ANP technical cooperation agreements in all regions of the country. For him, this inspection model has a strong educational effect and contributes to the maintenance of adequate conditions for the exercise of the free fuel market.
“In technical and operational cooperation agreements, the ANP enters into formal agreements with entities representing public authorities. The process allows permanent exchange of information and partners can use the agency’s attributions to act in the fuel market directly and individually. This is exactly the case of the instrument signed with the Procon of Cuiabá. Formal institutional agreements contribute to the strengthening of regulatory action and expand inspection to the extent that it involves a work plan and well-defined goals with training and exchange of information between the agencies involved”, he informed.
According to the director, the ANP and the Procon of Cuiabá intend to carry out educational work, contributing to a more active posture on the part of consumers. “In order to get to know the products better, to be aware of the basic rules of trade and to activate the control bodies, when there are doubts and uncertainty about the regularity at the fuel stations. The agreement provides tools for both bodies to act in order to defend the interests of fuel consumers in Cuiabá”, he said.

According to the ANP, the agreements signed with Procons across the country “include joint inspection activities to promote education and guidance for sector agents, prevention and repression of conduct that violates the law; implementation of an information exchange system to make the regulation and inspection of these companies more efficient and effective, in addition to updating and spatially contextualizing the register of regulated economic agents”.
Procons agents also have the possibility of carrying out isolated inspection actions, on behalf of the ANP, which is done after training provided by the regulatory body and information for the development of inspection activity, in addition to material for the collection of samples. of fuels and model of the inspection document to be filled in in the actions. “Administrative processes will be judged preserving the competence of each body”, added the ANP.
