He Public Ministry reported this Saturday that, together with the National Police, stopped to seven agents of prison surveillance (VTP) accused of planning and acting in the drain of Beilin Antonio de Peña (the Buddha), accused of two crimes of homicide, from the La Isleta Correction and Rehabilitation Center (CCR), in Moca.
Through a statement, the Attorney General’s Office indicated that the detainees are Oscar Luis Andres33 years old; Alexander Ogando Cuevas (supervisor), 31; Juan Pablo de Jesús Encarnación, 30; Francis Alberto Soto Agramonte, 31; Wilferson Aybar Acevedo, 23; Jonthanael de los Santos Rodríguez, 28; and Sabala Rosario Valdez, 35, who will be presented before a court for Public Ministry.
The prosecution body indicated that the VTP agents are accused of association of criminals and obstruction of justiceas well as violating articles 265, 266, 237 and 238 of the Dominican Penal Codeto the detriment of the General Directorate of Penitentiary and Correctional Services (DGSPC) and the Dominican State.
The drain
He fugitive Beilin Antonio de Peña (the Buddha) kept prison for killing Raymond Emilio Castillo (Raymond) and wounding the young Shakira Naomi Lorenzo with a gunshot on July 21 of this year.
The drain of the inmate occurred in the early morning of November 21 of 2025.
The investigative process included a trespass to the residence of a citizen – whose identity is reserved – located on the main road of Llena, in Moca, protected by a court order.
The interviewee confirmed that he had rented a Hyundai Santa Fe SUVred, to the penitentiary agent Ogando Cuevas (detained), who served as supervisor of CCR La Isleta. The vehicle was returned in the early morning hours of the day after the rental, coinciding with the date of the drain.
Upon seeing the news of the escape on social networks, the owner recognized the fugitive as the person who accompanied the prison agent during the rental of the vehicle. Both the detainee and the vehicle were under control of the Public Ministry.
Break-in
Research teams from Espaillat and Barahona, together with the Public Ministry and the Preventive Police, executed an order of trespass with the objective of recovering weapons, supplies and other elements linked to the drain.
In the intervention, a laptop and a tablet, five cell phones of different brands, RD$47,000 in cash and three dollars, as well as two official stamps penitentiary security, two debit cards, two identity cards, two plates and two vehicle registration plates, in addition to eight money withdrawal vouchers, a Super Gato CG250 motorcycle and a Honda Lead 110 walker (without registration).
Search for fugitive
While the case regarding the internal and external authors has been formally clarified and resolved, the National Police the persecution of the fugitive De Pena.
De Pena was joined to the penitentiary system on September 18 of this year as a person arrested and accused of violating articles 2, 295, 296, 302 and 304 of the Dominican Penal Codeas well as Law 631-16 for the Control and Regulation of Weapons, Ammunition and Related Materials.
The National Police had arrested De Pena in it Punta Cana Airportwhen he was trying to leave the country, as part of the persecution actions against him by the criminal acts which he committed in San Marcos, Puerto Plata, while the victims were inside a vehicle in front of a business.
