Seven public universities, without resources to cover bonuses

Seven public universities have warned that they face financial difficulties in paying bonuses and other year-end benefits, reported the National Association of Universities and Higher Education Institutions (Anuies). One of them is the Autonomous University of Sinaloa (UAS).

Given this situation and the fact that these educational institutions have a deficit of 50.4 billion pesos, while the budget increase for the sector in 2026 will be only 1.8 percent, yesterday the president of Anuies, Luis González Placencia, three rectors and a rector met with Eddu Vera Anaya, head of the office of the Secretary of Finance and Public Credit. At the meeting it was agreed to set up a dialogue table to review the “urgent financial problems” of the universities, including the payment of bonuses, retirements and pensions.

At the end of the meeting, Jesús Madueña Molina, rector of the UAS, pointed out The Day that this educational institution does not have the approximately 920 million pesos that it requires to cover the payment of bonuses.

“That is the issue that brings us here. We have already spoken with Treasury authorities, with the Undersecretary of Expenditure, Bertha Gómez, and with the Undersecretary of Higher Education, Ricardo Villanueva.”

Likewise, he said that the governor of Sinaloa, the Morenista Rubén Rocha Moya, has supported them in the management of resources before the head of the Ministry of Public Education, Mario Delgado, “and he has also made the commitment to look for options to provide us with support in the face of this difficult situation that we have.” In the case of the UAS, 32 percent of the subsidy is state and the rest is federal.

Recurrent crisis

Madueña Molina hopes to cover the payment of bonuses. The deadline by law is December 20.

“We are optimistic, we have had a good response, we only hope that in the coming days some support will be provided that will help us finish this year in a less traumatic way.” He insisted that the provision of resources to fulfill that obligation “is what we are managing. We now have to pay the two fortnights of December, but not for the bonus.”

Regarding the payment of bonuses in state public universities, González Placencia commented that “like every year, this implies a very significant pressure” for the institutions.

“We also ask for the sensitivity of the Treasury. Undersecretary Villanueva has already negotiated with Undersecretary Bertha Gómez and we understand that she is on the right track; the undersecretary was made aware of the importance of these resources being granted.”

He said that educational institutions and Anuies “are in the best position to contribute to the pacification of the country and that also includes, of course, not generating other types of problems that are due to disagreements because salaries cannot be paid.”

After pointing out that the first table to resolve the payment of bonuses will take place this month, he trusted that there will be no difficulties in reaching an agreement.
