Protected witness reveals that an ally of Juan José Santiváñez planned to “eliminate” journalist Karla Ramírez

The statement of a protected witness assured that the ally of Juan José Santiváñez, Alex Alberto Alaluna Álvarezordered the monitoring and subsequent physical elimination of Panorama journalist Karla Ramírez and Elizabeth Alvarado, who recorded Santiváñez in her office when they were negotiating prison improvements for her husband, police officer Miguel Marcelo Salirrosas, alias ‘El Diablo’.

According to the statement of the protected witness, Alaluna Álvarez commissioned Pedro Pascual Barrios Pérez, a former Navy infantryman with experience in investigation and former informant for the Drug Enforcement Administration (DEA), to carry out the follow-ups. In his statement, the witness narrates in detail how Barrios Pérez was contacted by Alaluna Álvarez to carry out these operations under the cover of intelligence work.

“I am aware that between the month of May and June approximately of this year, the person of Alex Alberto Alaluna Álvarez summoned Pedro Pascual Barrios Pérez to a restaurant located in the district of Miraflores, Lima, so that the latter could follow up on the person of Elizabeth Alvarado, Karla Ramírez, and other members of her family circles,” reads the document containing the statement of the protected witness.

Likewise, it is stated that Barrios Pérez was asked to give higher priority to monitoring Elizabeth Alvarado because “she would be causing inconvenience and would be seeking to intimidate a person.”

After locating Peralta, the witness reports that Santiváñez’s trusted person, Alaluna Álvarez, asked Barrios Pérez to proceed with the “cleaning” or to find someone to do so. The document explicitly details: “Expression that means ending one’s life or eliminating it.”

However, Barrios Pérez refused, arguing that his work was only investigative. To which Alaluna assured that he himself would look for people (local or foreign) to carry out the “cleaning” work.

The link between Santiváñez and the DINI

The key witness’s account states that Alex Alaluna Álvarez worked this year in the National Intelligence Directorate (DINI) and is known as a person who influences political and legislative decisions in favor of personal interests (lobbyist), so he would be considered by Juan José Santiváñez Antunez as your trusted person.

According to the witness, Alaluna told Barrios Pérez that he should help with these “jobs” because he had confidence in Santiváñez and would help him work at the DINI. With this, the witness concluded that the follow-ups and requests for elimination against the journalist Karla Ramírez and the citizen Elizabeth Alvarado responded to the investigations that link Juan Jose Santiváñez with the “El Diablo” case and the reports on the “El Dorado” mines.
