Why was General Huertas granted a five-day permit?: Army Commander responds

General Cardozo explained that the five-day permit to General Huertas seeks to remove him from office while his suspension is formalized.

The general Luis Emilio Cardozocommander of the National Army, explained the reasons why they granted a five-day leave to General Juan Miguel Huertas, head of the Army Personnel Command, marred by the ‘Calarcá’ chat scandal.

General Cardozo explained why, despite the Attorney General’s order to suspend him from office, he continued to sign documents and issue orders.

“As these sanctions have a process, then the one who makes the decision is the President of the Republic. While the effects of the President signing the decree and so on are taking place, the decision that was made precisely so that he does not continue at the head of the Command, is to give him permission to organize his defense and once and for all appoint a person to assume control and continue managing the Army personnel,” Cardozo explained.

General Cardozo also pointed out that the position within COPER is fundamental, which is why it cannot be left without a commander.

“The position is very important, documents are being signed there all the time and that cannot be left in a vacuum. So, the administrative times, which are those that are provided for the judicial processes and legal documents to take effect, well that is precisely why that decision was made. Don’t continue signing, and we have already appointed a person for you,” added Cardozo.

The commander of the National Army was emphatic in pointing out that these days of leave for General Huertas will also be for him to prepare his defense.

“While the sanction is effective, then he is given those days of leave, also because he needs to organize his defense,” Cardozo said.

Why the controversy?

LA FM learned for the first time of the resolution of the National Army, dated December 3, by which General Juan Miguel Huertas, head of the Personnel Command (COPER) and affected by the scandal of the ‘Calarcá’ chats, is granted five days of leave.

“The head of the National Army Personnel Command (COPER) is Brigadier General Juan Miguel Huertas Herrera, who, through an official letter dated December 2, 2025 addressed to the Chief of Force Generating Staff, requests permission for a period of five days,” states the document obtained by LA FM.

The letter is signed by the commander of the Army, General Luis Emilio Cardozo. The reason for the permit is to attend “personal procedures”.

“The Chief of Force Generating Staff authorized Brigadier General Juan Miguel Huertas Herrera for five days of leave from December 3, 2025 to December 7, 2025, in order to attend to personal procedures,” the resolution reads.

General Huertas will receive this permit in the midst of controversy over his alleged links with the ‘Calarcá’ dissidents and the suspension order of the Attorney General’s Office.

Given the permission granted, the Army announced who will temporarily assume the Personnel Command.

“In response to the permission granted, it is necessary to entrust the administrative and command functions of the National Army Personnel Command (COPER) to Colonel Luis Hernando Sandoval Pinzón, as commander, without prejudice to his functions as Director of Health of the National Army.”

Huertas, commander of the National Army?

Faced with the controversy over the statements of Senator Paloma Valencia, who said that General Juan Miguel Huertas Herrera was being considered to be the commander of the National Army, General Luis Emilio Cardozo said that these decisions are the sole responsibility of President Gustavo Petro.

“That is a power of the President of the Republic, of no one else,” Cardozo said.
