Congress: they propose amnesty in favor of Pedro Castillo after being sentenced for conspiracy to rebel

The congresswoman Margot Palacios presented a bill that proposes granting total amnesty to former president Pedro Castillo, sentenced for conspiracy to rebel for the failed coup d’état of December 7, 2022. The initiative seeks to extinguish the criminal action, the sentence and any precedent derived from the process followed against the former president, according to the document.

“Total amnesty is granted in favor of José Pedro Castillo Terrones, sentenced for the crime of conspiracy for a rebellion and other related criminal offenses, derived from his participation on December 7, 2022. This amnesty includes the extinction of the criminal action, the penalty and any antecedent or legal effect associated with said process,” Palacios proposes.

The project maintains that Castillo was “unfairly sentenced” and that his dismissal, which occurred after the failed attempt to dissolve Congresswas produced through an “irregular” and “contrary to the Constitution” procedure.

The parliamentarian suggests that Castillo would have been induced or pressured to read the message of December 7 and that his arrest was carried out when he was still in office, without a duly documented judicial or prosecutor’s order.

It is worth remembering that, according to the recent ruling of the Supreme Court of Peru, Pedro Castillo was sentenced to 11 years, 5 months and 15 days of effective prison for conspiracy to rebel. Furthermore, a disqualification for two years to hold public office. The proposed amnesty, if approved, would mean the end of the effects of that sentence.

Guido Bellido also proposed amnesty for Castillo

Congressman Guido Bellido Ugarte intends for the Plenary of Congress to debate again the bill No. 5468/2022-CR, presented in 2023. The initiative proposes granting amnesty to those who participated in the preparation or reading of the message to the Nation of December 7, 2022, linked to the failed coup attempt of Pedro Castillo.

If approved, the measure would exclude from investigation and prosecution any fact or crime related to that episode, also ordering the definitive archive of the cases currently in the hands of the Public Ministry or the Judiciary.

According to the project, the amnesty aims to leave political tensions and confrontations behind, promoting an environment of coexistence and dialogue. Likewise, he maintains that this measure would help strengthen the stability of the country, by putting an end to prolonged judicial processes that, according to him, generate uncertainty in the political scenario.
