The illegal registration of Podemos Peru will still go to trial

José Luna Gálvez is on a firm path to the dock. The congressman’s attempt to annul the accusation against him for paying bribes to ensure the registration of his Podemos Peru party was rejected by the Judiciary.

The legislator, who will run for the Presidency in 2026, had filed a protection of rights to nullify the formalization of the preparatory investigation that was issued by the Prosecutor’s Office in December 2020.

However, Judge Jorge Chávez Tamariz considered the appeal inapplicable, considering that it was filed “out of time” and that it is “lacking current procedural purpose” because the case is already under prosecution control.

Precisely, Luna Gálvez presented an amparo action against Chávez Tamariz before the Seventh Constitutional Court of Lima to annul the declaration of the effective collaborator 1010-2020 that commits the parliamentarian to the capture of the defunct National Council of the Judiciary (CNM).

That informer, as revealed Peru21 —in an audiovisual report—, gave details of the illicit efforts that were made for the CNM to elect Adolfo Castillo Meza as head of the ONPE, in 2017, so that under his command the registration of Podemos would be accepted.

“The institution had to be filled with trustworthy people. Cavassa, Nieves and Obregón are in charge of seeking candidates so that they can occupy these positions,” the collaborator told the Public Ministry.

He was referring to Óscar Nieves Vela, a lawyer with a long history of scandals; Fernando Obregón Mansilla, former student of Castillo and direct operator of Luna; and José Luis Cavassa Roncalla, an old acquaintance from the time of Montesinos, who at that time earned 12 thousand soles a month as a worker at Telesup, Luna Gálvez’s university.

Although Castillo Meza was elected and the political organization achieved its goal, the party was short-lived. In May 2018, an internal ONPE report revealed false signatures on the Podemos Peru forms.

The forgeries were so obvious that they were grotesque: the signature of goalkeeper Pedro Gallese, striker Paolo Guerrero, chef Gastón Acurio and politicians of various tendencies appeared as supposed supporters of Podemos.

It is a party born of corruption and its owner can go to prison for 22 years.
