The First Transitory Criminal Appeals Chamber of Lima Norte ratified the sentence of six years of effective prison imposed on the mayor of Commas, Ulises Villegas Rojasfor the crime of aggravated collusion, within the framework of a judicial process that dates back to irregularities detected in a public work carried out eight years ago.
The decision, communicated by the Superior Court of Justice of Lima Norte through its official account on X, also includes the immediate location and arrest order of the municipal authority.

The case, investigated by the Public Ministry, originated in a contract signed in 2017 for the improvement of roads in various human settlements in the Independencia district, a work that was awarded to the company UDEL Group.
According to the Prosecutor’s Office, the work was declared completed even though it remained unfinished, which generated significant economic damage for the State. For these events, Villegas Rojas had been sentenced in April 2025 with deferred execution, a situation that now changes after the confirmation of the appeal.
Five-year disqualification
The judicial resolution also affects several former officials of the District Municipality of Independencia. Rubén Jiménez, former municipal manager; Elizabeth Espinoza, former Infrastructure Manager; Pedro Ancajima, plant engineer; and César Cervantes, construction supervisor, received the same sentence of six years in effective prison.
In addition, a three-year effective sentence, also with deferred execution, was handed down to Santos Espinoza, former manager of Environmental Management, and Raymundo Concepción, former manager of Administration and Finance, for the crime of ideological falsehood.
As part of the sentence, the court ordered a five-year disqualification from holding public office or contracting with the State, as well as the payment of a fine. The sentence directly implies the immediate dismissal of Ulises Villegas as mayor of Comas.
Complaints against Villegas
The situation of the now former mayor occurs in a context already marked by complaints of alleged labor abuses within the commune.
In September, workers from the Municipality of Comas revealed before the Punto Final program that they were forced, by instructions from senior officials, to assume functions outside of their professional responsibilities and to participate as entertainers in institutional activities and in events linked to the Somos Perú party, a political group from Villegas.
The complainants—among them lawyers, engineers, communicators and specialists in various areas—claimed to have been removed from their jobs during the work day through WhatsApp messages, without the possibility of refusing. They also indicated that they were forced to appear in clothing alluding to the party and to perform choreography at public events, under threat of labor reprisals.
The journalistic investigation presented photographs, videos and chats that support these testimonies, showing that the workers were summoned to the Civic Center and other public spaces for rehearsals and presentations, even outside of working hours, during weekends and in sports activities in which the mayor also participated wearing the colors of Somos Perú.
Faced with these accusations, Villegas minimized the facts: “For me they are not cheerleaders. They are people who bring joy. They are part of a program that the municipality has that we bring social support to schools. It is not permanent […] and it will continue to happen,” he declared, describing it as false that these activities were carried out within administrative hours.
