A year and 6 months have passed since María Fernanda Morales Gutiérrez, then a worker in the congressman’s office, Raúl Doroteo Carbajodenounced him for appropriating 50% of his salaries and all his income, and almost a year since the Attorney General’s Office formalized a constitutional complaint against the legislator for this same case for the alleged crime of concussion.
Despite the time that has elapsed, the qualification report of the Subcommittee on Constitutional Accusations (SAC) has just arrived at the Permanent Commission of the Legislature, which establishes that there is a presumption of a crime against the public administration – concussion to the detriment of the State, which, according to the Penal Code, is punishable by imprisonment of no less than two nor more than eight years.
In this context, the Permanente gave a period of 15 business days to the Subcommittee on Constitutional Accusations, chaired by Lady Camones, to investigate and present its final report on the complaint against Congressman Raúl Doroteo, who would have forced, between 2023 and 2024, the worker to give him 50% of all her income under threat of dismissal. To do this, the parliamentarian would have used an intermediary.
It should be remembered that, at the time, a series of conversations were known via Whatsapp between Morales and the congressman, a former member of Acción Popular, in which she informed him that it was possible for her to continue giving 50% of her income “as she normally did.”
“Please see a way to reduce my 25% percentage starting in January, if not, in any case, you decide. I made that decision after having spoken with my parents, after your visit and the truth is I feel bad about my condition,” he wrote to the parliamentarian.
In this same case, it should be noted, Doroteo was investigated by the Parliamentary Ethics Commission, which in December 2024 approved its final report recommending that the Plenary suspend him for 120 days in the exercise of his duties. The proposal, however, has not been debated and voted on by Congress to date.
