How do you explain that violence continues to grow when since the government of José Jerí They say that the state of emergency is precisely to solve the insecurity crisis?
The processes in the fight against crime do not show immediate results; require a considerable amount of time. The important thing is that extortionists who provide clues have been arrested and, in addition, objective evidence has been found that allows a positive view towards the early defeat of these criminal organizations. They have grown, become more widespread and use mobile phones, a large number of illegal chips and other devices to send extortionate messages. Many citizens agree and, upon paying, a maelstrom of violence begins: like wolves that perceive the blood of the scared, they attack with more fury. Upon detecting willingness to pay, the same organization, with other numbers, launches new salvos. Thus, a company can end up paying up to four groups, but several are led by a single head.

Where is that head?
When I say ‘a head’ I mean the organization that, in a given sector, exercises extortion, control and hegemony. However, we can talk about several groups whose heads we have already defeated and captured: El ‘Hunchback’ Jampiere, John Jairo, ‘Hunchback’ Lucano and ‘Mamut’, Peruvian extortionists or Venezuelan criminals from the Aragua Train, some serving sentences and others with preventive detention. Miguel Morón, for example, is in Spain in the extradition process. The same happens with Eric Moreno, the ‘Monster’, detained in Paraguay, where two weeks ago a court declared his extradition to Peru admissible.
Did you investigate the information from Paraguay that said Peruvian police leaked information to the ‘Monster’?
We have investigated and continue to investigate whether this information is real. Let us remember that, in the ‘Monster’ organization, with the captures first of 29 people and then 34, seven police officers fell. We ourselves identified the bad police officers who should never have been bad police officers and we captured them. We frame them with the criminal role duly proven. Today they are in prison and will never be police officers again.
Self-cleaning of the institution is important.
That is one of the guidelines of this administration in which we promised to clean up the institution from our own jurisdiction. With operational intelligence, investigation, counterintelligence, powerful tools to detect, identify bad police officers and remove them from circulation.
‘Human rights lower the morale of the Police’ you said, why?
We are always declaring in a space of high tension because of what we are experiencing. Human rights are those that we promise to respect, promote and guarantee.
The police protect you, and we, the citizens, protect you.

What lowers morale are those people who, under the pretext of protecting human rights, criticize any intervention by the National Police that uses their firearm that was given to them by the State. At the moment of using (the weapon) and shooting, wounding or killing a criminal, comes a barrage of complaints that are promoted by human rights NGOs, I speak with propriety. I talk to him not only about recent times, but about my entire history and that, in addition, they end up organizing lawsuits against the Peruvian State before the Inter-American Court of Human Rights.
So, it’s the NGOs.
When I say that it reduces morale, I say it because I have the responsibility to be transparent and channel what the staff says. My police brothers tell me, when I insist: ‘We must intervene with greater energy, because these insane criminals shoot at transporters with contempt for life.’ Until now we do not understand why they end up shooting, since drivers and businessmen assure that they pay the extortionate quotas without delay or increase. So what is this attack due to? Furthermore, it occurs on very suspicious dates, such as Sunday afternoons, seeking to exploit and transmit a message.
How are your guns, your vests, your patrol cars?
We have received 7,320 rifles with great enthusiasm because it has been 37 years since we received a new high-performance rifle, on par with the best police officers in the world, and we have also received bulletproof vests. Many of us buy the vests.
Within the PNP they accused him of hastily handing over non-commissioned officer Magallanes in the Trick case. Did you announce it early?
No, I consider that in my capacity as general commander and with the enormous responsibility of providing information to public opinion, at that moment of high tension, for transparency and the principle of accountability, basic in the police function, I came forward to indicate that the author of the shot was Luis Magallanes, not criminally responsible. It is paradoxical, but by giving his name he also embraced him, gave him protection and support. We contributed to the prosecutor’s investigations, which entered into suspicious territory by handling the crime scene, from my perspective, altering it. Plus, they had images that, if shown quickly, would have avoided so much noise and helped everyone.
Is Pedro Castillo a coup plotter?
The Peruvian Police arrested him in flagrante delicto, for which he is currently being tried. Until then, and throughout the process, it brings together the assumptions that constitute a criminal offense, a malicious injustice for which the Judiciary, just as it sanctioned Movadef by declaring it terrorist, will have a motivation and a decisive part that all Peruvians expect in justice.
